During a visit to Almaty, Nurlybek Nalibayev reviewed progress of large-scale modernization works at CHP-2 and CHP-3.
CHP-2, located in the Alatau district of Almaty, is the city’s largest heat source. The main objective of the modernization project is to ensure reliable heat and power supply by converting the energy complex to natural gas, as well as to reduce emissions into the atmosphere. The project involves the commissioning of a modern gas-fired power plant with a planned thermal capacity of 952 Gcal/h and an electrical capacity of 600 MW.
Three gas turbines and generators have already been installed. Equipment delivery is 99% complete. Construction of auxiliary infrastructure and access roads has been fully completed. Overall construction and installation progress at the main facilities stands at around 55%. Ongoing works include the main building, heat recovery boilers, water and gas treatment facilities, and electrical infrastructure. All works, including equipment supply, are proceeding in line with the approved schedule. The project is scheduled for completion by the end of 2026.
In addition, the First Deputy Prime Minister reviewed CHP-3, located in the Ili district of Almaty region. The reconstruction project provides for the construction of a combined-cycle gas turbine unit with a capacity of at least 450 MW, as well as the upgrade of worn-out equipment. The contractor is a consortium of Kazakh companies.
At present, piling works are underway. The first gas turbine unit has already been installed on its foundation, and part of the equipment has been mounted at the construction site. The project design and cost documentation is currently undergoing state expert review. Completion of the reconstruction is planned for 2027.
Nurlybek Nalibayev emphasized that the development of Almaty city and the improvement of residents’ quality of life are under the special oversight of the Head of State. The Government has taken all necessary measures to ensure the reliable and efficient operation of energy facilities. He therefore instructed that modernization works be completed on time and without delays.
During the same visit, the First Deputy Prime Minister of the Republic of Kazakhstan also reviewed the implementation of the Almaty mountain tourism cluster and Almaty Superski projects, as well as the operations of the Industrial zone.
