According to the Development Strategy of “Samruk-Energy” JSC for 2022-2031, reduction of net carbon footprint is among strategic goals of the Company, and one of key development priorities is the consistency of environmental (E), social (S) and governance (G) principles. The Company has sought to contribute to the structure of the national economy, promoting the development of renewable energy sources, maximum reduction of air emissions and the improvement of the ecosystem. The Company’s primary concern is not only to ensure survival in high-risk conditions through proper forecasting and planning, but also to turn risks into opportunities and prepare for an unforeseen future.
The main documents of “Samruk-Energy” JSC that ensure the implementation of sustainable development principles are the Sustainable Development Guidelines, the Corporate Governance Code, Corporate governance system policy, Human Resources Policy and other internal regulatory documents.

“Samruk-Energy” JSC, while incorporating sustainable development principles into its business, is committed to 17 Sustainable Development Goals (hereinafter - SDG). The company recognizes that the environmental and social issues that each SDG addresses are relevant and influences any organization.

The company conducts its operations in strict accordance with the prevailing laws of the Republic of Kazakhstan, adhering to the concept of sustainable development, and willingly embracing the responsibilities laid out in international standard ISO 14001, alongside adopting the finest global methodologies. Moreover, we diligently endeavor to meet international environmental standards and obligations by proactively implementing measures geared towards conserving energy, optimizing material usage, and safeguarding the environment.
Key ESG (Environmental, Social, and Governance) priorities of “Samruk-Energy” JSC concerning environmental protection include:
- Advancing Decarbonization: Focusing on reducing the carbon footprint of Samruk-Energy's economy by augmenting electricity generation through RES and HPPs. This entails implementing RES projects, endorsing clean technologies, and initiating the gasification of coal units within Almaty's electric power complex.
- Ensuring Environmental Sustainability: Striving to identify and adopt the most favorable environmentally and economically sound technologies;
- Enhancing Waste Management: Improving measures pertaining to the management of large-tonnage and consumption waste;
- Preserving Flora and Fauna: Concentrating on minimizing the impact on flora and fauna by reinforcing measures laid out in environmental impact assessments.
- Boosting Performance Efficiency: Constantly refining the corporate management system and its processes to enhance overall performance and efficiency.

- Safeguarding Water Resources: Taking actions to protect water resources, including reducing freshwater consumption, increasing the reuse and recycling of water, and lowering wastewater discharges while mitigating the concentration of harmful substances in wastewater.
Over the years of operation, both the Company and its subsidiaries have embraced a responsible approach to environmental protection. They conduct environmental assessments of production processes through industrial environmental control, measuring and calculating emissions, harmful production factors, and actual resource consumption. Furthermore, production monitoring of the environment is conducted with the collaboration of independent laboratories, duly accredited according to the laws of the Republic of Kazakhstan in the domain of technical regulation.
The objects of production monitoring encompass atmospheric air, surface and ground waters, as well as soils.
“Samruk-Energy” JSC has established several crucial documents that lay down the principles and regulations governing environmental protection within the company.
These include
- the Corporate Management System Policy,
- the Corporate Standard for Environmental Management,
- the Guidance on Environmental Emergencies and Responses.
These principles and rules encompass all employees of “Samruk-Energy” JSC, as well as suppliers of goods, services, and contractors engaged by the company.
To effectively manage environmental safety as an integral component of integrated industrial safety, the company has implemented an Environmental Management System (EMS). This EMS forms an integral part of the corporate governance system and plays a vital role in the non-financial risk management system. The company has also endorsed the Guidelines for Environmental Emergencies and the Response to such situations.
To ensure adherence to the best global practices, Samruk-Energy's environmental management system is continually evaluated with the assistance of independent international consultants. Regular improvements are made to enhance its effectiveness. Notably, the Guidelines for Environmental Emergencies and Responses are updated after natural disasters or emergencies occurring within the regions where subsidiaries and affiliates are present. Updates also occur when identifying more modern and efficient emergency response measures.
In 2022, “Samruk-Energy” JSC invested 7.1 billion tenge in environmental protection initiatives.
No emergencies leading to environmental damage were recorded during 2022.
Emissions of pollutants
The reduction of pollutant emissions into the atmosphere is a primary focus within “Samruk-Energy” JSC's environmental protection efforts. To achieve this goal, the company is actively engaged in the following activities:
- Ongoing Equipment Monitoring: Continuous monitoring of technical and technological parameters of equipment is conducted to evaluate their impact on emissions, discharges, and waste generation.
- Industrial Environmental Monitoring: Regular and comprehensive monitoring of emissions is performed to ensure compliance with the standards of maximum permissible emissions. Air quality is continuously assessed, adhering to all relevant standards, and a dedicated Production and Environmental Control Program is developed for each enterprise to guide these efforts.
- Specialized Emissions Measurements: Specialized accredited laboratories conduct emissions measurements of harmful substances, such as nitrogen oxides, sulfur dioxide, carbon monoxide, and dust, in flue gases as per the Production Monitoring Schedule.
- Real-time Emissions Monitoring: To facilitate operational control over emissions levels, the company initiated projects in 2022 for the installation of Advanced Continuous Emissions Monitoring (ACM) systems at emission sources. These systems enable real-time monitoring of crucial indicators, enabling timely responses to any deviations and prompt implementation of corrective measures.
- Ash Emission Minimization: In compliance with obligations to minimize ash emissions, Samruk-Energy employs ash collecting technologies. For instance, at Ekibastuz SDPP, electrostatic precipitators are used, and at Almaty CHPs, new generation emulsifiers are implemented.
- Use of Low Emission Burners: The company utilizes low emission burners to suppress the formation of nitrogen oxides, contributing to better air quality.
In 2022, air emissions from the enterprises of “Samruk-Energy” JSC did not exceed the established maximum allowable values and amounted to 358.08 thousand tons.
In 2022, the Company successfully achieved a commendable 2% reduction in specific emissions of pollutants. The specific emissions decreased from 9.68 grams per kilowatt-hour (g/kWh) in 2021 to 9.48 g/kWh in 2022. This significant progress was primarily attributed to the diligent implementation of well-designed plans for environmental protection measures focused on safeguarding the air basin. Additionally, the company effectively executed an energy efficiency program, which resulted in reducing the specific consumption of natural fuel.
Environmental benchmarking
Environmental benchmarking is an innovative approach adopted by “Samruk-Energy” JSC to assess and manage its environmental performance. This process involves comparing the company's activities with those of the best-performing entities in the market and the industry. By doing so, Samruk-Energy gains valuable insights into the practices of its competitors, allowing for the implementation of exemplary measures and best practices within the company.
As the publicly available environmental indicators for 2022 were not accessible, data from 2019 to 2021 were utilized for the analysis.
The two key indicators selected for benchmarking are:
- Fresh water usage for both technological and domestic purposes within the company's operations.
- Greenhouse Gas Emissions: The assessment considers both direct emissions (Scope 1) and indirect emissions (Scope 2) of greenhouse gases.
For the purpose of environmental trend identification, “Samruk-Energy” JSC analyzed the performance of the most prominent energy companies in Kazakhstan and across the globe. Specifically, the analysis included:
- Enel
- ERG
- RusHydro PJSC
Considering the differences in capacity and generated electrical energy among the compared companies, the evaluation focused on specific indicators for greenhouse gas emissions and freshwater intake volumes. In comparison with other energy industry companies, “Samruk-Energy” JSC demonstrated the following trends:
- A steady annual decrease in specific freshwater intake over three years: 0.2% in 2020 and 3.1% in 2021.
- positive trend in reducing specific greenhouse gas (GHG) emissions, with a 13% reduction in 2021 compared to 2020.
- In terms of greenhouse gas emissions for 2021, “Samruk-Energy” JSC performed favorably when compared to ERG, leading by 12%. However, it lagged behind RusHydro by 81% and Enel by 75%.
- For freshwater intake in 2021, “Samruk-Energy” JSC exceeded RusHydro by 21% but remained significantly lower than ERG and higher than Enel.
Analyzing the sustainable development approaches of these companies, it becomes evident that “Samruk-Energy” JSC should persist in its efforts to reduce its carbon footprint. The company should prioritize the adoption of modern technologies and methods to further decrease greenhouse gas emissions while continually modernizing both main and auxiliary equipment to minimize water intake for technological needs.

Low carbon development
Given the profound importance of environmental concerns, “Samruk-Energy” JSC actively supports the government's endeavor to achieve carbon neutrality for the Republic of Kazakhstan by 2060. The company has identified decarbonization as a top strategic priority.
In pursuit of this goal, in 2022, “Samruk-Energy” JSC has developed the Energy Transition Program for the period spanning 2022 to 2060. This initiative aims to facilitate a gradual and logical shift toward low-carbon technologies while concurrently safeguarding the country's energy security and ensuring a reliable power supply.
The company places significant emphasis on upgrading existing facilities and minimizing environmental impact through the adoption of renewable energy projects, advanced techniques, energy efficiency, and conservation as well as fostering an environmental consciousness and encouraging a mindset shift toward a more resource-conscious approach.

At the same time, advancements in technology, emerging environmental trends, and staying updated on legislative changes (such as carbon offset computations, cross-border carbon tax, taxonomy, etc.) will contribute to facilitating the updating of the Program.

Responsible Water Use
As an energy company, “Samruk-Energy” JSC, like others in the industry, relies on water resources for its operations. Consequently, responsible water usage is a top priority. Even though the company's Group of Companies refrains from consuming water in regions facing water scarcity, it remains committed to a responsible approach toward water utilization.
To achieve this, the company performs a comprehensive assessment of the risks associated with water resources. It then implements effective strategies to manage water consumption and disposal. The primary objectives are to minimize the use of fresh water and implement thorough treatment of waste water.
Company's Commitments and Principles in Water Resource Management:
- Responsible water management, ensuring sustainable water balance.
- Assessment and accounting of initial water sources, regardless of direct withdrawals or purchases through intermediaries.
- Continuous improvement and adaptation of Company plans and actions for rational water resource management.
- Minimization of potable water usage for production purposes.
- Annual inventory of water intake and wastewater discharge metering devices at intake and discharge points, ensuring proper functionality, timely calibration, and sealing by authorized authorities.
- Refraining from operating in regions with water resource deficiency.
- Facilitating stakeholders' access to information on the Company's water resource management system.
Main Water Resource Sources for the Company: Bestyubinsk Reservoir (Moynak HPP), Shardarinsk Reservoir (Shardarinsk HPP),Canal named after K. Satpayev (“Ekibastuz SDPP-1 named after Bulat Nurzhanov” LLP, “Station Ekibastuz SDPP-2” JSC), Shidertyn Canal (“Ekibastuz SDPP-2 Plant” JSC), Grand Almaty Lake and the Basin of the Bolshaya Almatinka River (Cascade of Hydropower Plants), Kapshagay Reservoir (Kapshagay HPP)
In 2022, the total water consumption by “Samruk-Energy” JSC SA for various purposes, including production, household, and drinking needs, reached a volume of 22,415,179 megaliters. Notably, a significant 99% of this water was allocated for the generation of electricity. Specifically, it was utilized for the steam-water cycle at state district power plants (SDPP) and thermal power plants, as well as for propelling hydraulic turbines at hydropower plants. Below, we provide an overview of the trends and the level of efficiency (specific consumption) in the utilization of fresh water.
The water consumption volume reached 137 470,8 megaliters.
In 2022, the company reduced the specific volume of ash and slag waste, resulting in a 1.6% reduction in water consumption for waste transportation and subsequent wastewater discharge. To conserve water, the company continued utilizing closed-loop cooling water supply systems with a fill-type cooling reservoir and direct-flow hydro ash removal systems at EKIBASTUZ Thermal Power Stations. Additionally, the company implemented recirculating cooling systems with cooling towers and reused wastewater from ash dumps at Almaty CHP.
Wastewater disposal
We strictly adhere to stringent standards for managing the discharge of wastewater to minimize its impact on water resources.
In 2022, our company discharged a total of 22 277 709,1 megaliters of wastewater.
During our industrial and operational activities, we generate two types of wastewater within “Samruk-Energy” Group:
- Industrial wastewater from the hydro ash removal system and clean water produced during the cooling of hydro units and transformers, as well as during the operation of hydro generators at hydroelectric power plants (accounting for over 99% of our wastewater volume).
- Domestic wastewater from administrative buildings, canteens, and other auxiliary facilities (comprising less than 1% of our wastewater volume).
The discharge of wastewater into surface water bodies and reservoirs occurs from stormwater runoff on the industrial site, domestic wastewater, and normatively clean water that is not used in the technological process.
We strictly prohibit the discharge of industrial wastewater used for transporting ash and slag waste into natural bodies of water, ensuring it is directed to ash dumps.
In 2022, no instances of exceeding the permissible concentration of pollutants in domestic wastewater discharges were recorded.

Waste management
We focus on resource efficiency and work to reduce waste generation and its impact on the environment throughout our operations, including electricity production and facility maintenance. We analyze waste sources regularly and develop measures to minimize waste.
The management of production and consumption waste, as well as the process of collection and data monitoring related to waste, are carried out in accordance with:
- The Corporate Environmental Management Standard
- Waste Management Programs
- Waste Management Action Plan
According to the classification criteria provided in the Waste Classifier approved by the authorized environmental authority, all waste is divided into two categories: hazardous and non-hazardous.
Considering the specific activities of "ESDPP-1" LLP, "ESDPP-2 Plant" JSC, "APP" JSC the majority of waste generated falls under the non-hazardous category, primarily consisting of large-tonnage ash and slag waste and overburden rocks from coal mines belonging to "Bogatyr Komir" LLP.
Ash and slag waste from "ESDPP-1" LLP, "ESDPP-2 Plant" JSC and "APP" JSC is disposed of in ash dumps with measures for dust suppression, such as water spraying, implemented at the Ekibastuz SDPPs with a water reduction system. At “APP” JSC a unique combined technology is used, involving covering with soil layers and planting perennial grasses and shrubs. The company annually conducts reclamation of exhausted parts of ash dumps. Additionally, ash and slag waste are recycled for further use in road construction and production of building materials.
"APP" JSC has announced the winner of the competition titled "The most promising project and proposal for ash and slag waste management following the hydraulic ash extraction process at Almaty CHP-2".
The project entails building ash and slag waste treatment facility adjacent to Almaty CHP-2 with a yearly capacity of 300 thousand tons, funded independently. Furthermore, “Samruk-Energy” JSC is also exploring the potential implementation of comparable projects in the Ekibastuz region.
The reduction of ash and slag waste generation per unit of production is also achieved through the development of hydropower plants and renewable energy facilities by "Samruk-Energy" JSC. Moreover, non-hazardous waste includes office supplies, packaging, furniture, inventory non-functional, waste from territory cleaning, food waste, etc. These waste materials are classified as consumption waste, subject to separate collection, transfer for recycling, or disposal, and their disposal volumes are regulated.
Hazardous waste includes industrial and production waste (batteries, used mercury-containing lamps, used oils and technical liquids, fuel and lubricants, dyes, resins, varnishes, paints, etc.).
From 2020 to 2022, a total of 140 kg of used batteries was collected and handed over for recycling.
A hazardous waste passport must be made for each type of generated production and consumption waste, which is sent for review by the authorized body, in accordance with the form(s) approved in the current legislation of the Republic of Kazakhstan. The Company's subsidiaries and affiliates must, independently or with the involvement of specialized third-party organizations licensed for this type of activity, develop a Waste Management Program, which contains information on the volume and composition of generated and disposed waste, methods of their temporary storage and/or disposal, calculation of standards for generated waste, and measures on handling them, etc.
Radioactive waste is not generated during the production activities of "Samruk-Energy" JSC Group. On the territories of "ESDPP-1" LLP, "ESDPP-2 Plant" JSC, "APP" JSC, “Bogatyr-Komir” LLP as well as on their border with Specially Protected Natural Areas, quarterly radiation monitoring is conducted. According to the monitoring results, no exceedances of the permissible level of 2.5 mSv/h were recorded.
"Samruk-Energy" JSC exercises control over the activities of contractors in waste management. During the procurement process, participants are verified for the presence of licenses for waste management activities for each type of waste, as well as their material and technical capabilities for waste management. Contractors are required to sign contracts committing to comply with the environmental legislation of the Republic of Kazakhstan.
“Samruk-Energy” JSC maintains an open dialogue with stakeholders, and anyone can express concerns about the environmental aspects of our activities through dedicated feedback channels. All inquiries are officially recorded and addressed.

Biodiversity Conservation
“Samruk-Energy” JSC acknowledges the vital importance of preserving biodiversity. Throughout our operations, we consider potential risks and strive to protect and conserve biodiversity at all stages, including the construction of new facilities, modernization of existing capacities, energy production activities, decommissioning, and dismantling of generation facilities.
The company commits to:
- Endeavoring to avoid conducting work in habitats of valuable and specially protected plant and animal species, highly sensitive ecological zones, and during periods of plant vegetation, wildlife reproduction, and migration. When work cannot be avoided in certain areas or seasons, we aim to minimize the impact.
- Implementing all feasible measures to prevent or minimize the company's impact on the natural environment and ensuring supervision over their execution.
- Participating in a working group to discuss biodiversity conservation issues and the mitigation of adverse effects of energy infrastructure facilities on the environment.
- Collaborating with UNDP experts in Kazakhstan on biodiversity conservation programs.
All our construction and reconstruction projects undergo mandatory environmental impact assessments. Based on the results, if necessary, plans are developed for the protection of plant and animal life.
“Samruk-Energy” JSC does not operate in territories housing UNESCO World Heritage sites, habitats of globally and nationally significant plant and animal species listed in international, national, and regional red lists, as well as territories designated as specially protected natural areas, including those under UNESCO and Ramsar Convention.
No rare or endangered species of animals, plants, or fungi have been identified on the sites where our production assets are located, and in the adjacent areas.
We ensure that representatives of flora and fauna are kept safe and protected.
Key areas of the Company's activities in biodiversity conservation:
- Application of modern technological solutions to minimize the impact of production activities on nature.
- Development and implementation of biodiversity conservation programs.
- Continuous ecological monitoring.
Biodiversity conservation measures:
- To minimize fish mortality, all hydro turbines at our hydropower stations are equipped with fish protection devices. Additionally, based on the recommendations of the Kazakh Scientific Research Institute of Fisheries, the water surface near water intakes is illuminated with projectors during the dark hours to deter fish.
- To reduce bird mortality on the aerial power transmission line towers, which birds use as perches, we conduct tower reconstruction, equipping them with insulated wires.
- To mitigate the impact on aquatic and terrestrial (riparian) ecosystems, the operating modes of hydropower stations are coordinated with the Committee for Water Resources of the Ministry of Ecology, Geology, and Natural Resources, as well as with local authorities and the management of the Moynak Hydroelectric Power Station in the case of Moynak HPP. Water releases for agricultural land users (irrigation) and water supply are also coordinated with the authorized bodies.
- During the pre-project and design stages of wind power plants (WPP), measures are taken to reduce their environmental impact. For instance, to minimize light pollution effects on the biological rhythms of living organisms and to preserve and replenish biodiversity, we minimize the lighting of WPPs, using only marker lights when necessary.
- Establishment of a liquidation fund for executing essential tasks following the physical closure of the Company's energy facilities.
In 2022, “Samruk-Energy” JSC initiated a project to evaluate the physical scale and estimated expenses for either disassembling or repurposing buildings and structures situated within the premises of the Company's Category I facilities. This initiative aims to establish liquidation funds and as a result, ensure the elimination of consequences of operations of such enterprises as "ESDPP-1" LLP, "ESDPP-2 Plant" JSC, "APP" JSC and “Bogatyr-Komir" LLP in line with the legal requirements of Kazakhstan, land reclamation, ongoing environmental monitoring, and pollution control after its closure.
In the areas where “Samruk-Energy” JSC operates, the company is fully prepared to collaborate and engage with local residents, regional authorities, and public organizations right from the outset of the facility closure process. To facilitate this cooperation, various forms of engagement will be utilized, such as specialized conferences, individual meetings, press briefings, phone discussions, public hearings, as well as surveys and perception studies.
In 2022, “Samruk-Energy” JSC did not conduct production activities in areas with any special sanitary or environmental regimes or designated statuses as specially protected natural areas.

Occupational health and safety is a course of action to ensure the safety of the vital signs of workers during the production process, consisting of a variety of regulatory, legal, socio-economic, sanitary, medical, preventive, rehabilitation and other measures and requirements.
Safety precautions are a series of measures taken by the employer aimed at creating a safe environment in the process of the employee performing his job duties.
The top management of the Company is aware that in order to increase the effectiveness of the implementation of goals and objectives, it is necessary to increase the level of involvement of executives of subsidiaries and affiliates by demonstrating personal commitment to occupational health and safety issues.

The Company takes all necessary actions on implementing the tasks set, whilst implementing the best world practices. The implementation of the above projects currently shows intermediate results in terms of accidents / registered workplace accidents. Development of energy conversation and energy efficiency

“Samruk-Energy” JSC is a leading producer of electricity, playing a crucial role in the country's energy system.
In compliance with the Republic of Kazakhstan's Law "On energy conservation and improvement of energy efficiency", energy audits are systematically conducted across all company subsidiaries and affiliated organizations listed in the State Energy Register. These audits are carried out in collaboration with accredited specialized organizations.
Achieving a sustainable economic model necessitates addressing energy efficiency and conservation. Our policy emphasizes the responsible and efficient consumption of energy resources to curb consumption growth and significantly reduce environmental impact.
The key document that outlines our guiding principles in this domain is the Energy Saving and Energy Efficiency Improvement Program for “Samruk-Energy” JSC group of companies covering the years 2015 to 2025, hereinafter referred to as "the Program." This Program has been crafted with due consideration to the primary policy orientations in the sphere of energy preservation and improvement of energy efficiency, delineating precise goals and objectives.
The Program employs the following target tools:
- Establishment of specific energy-saving and energy efficiency targets and indicators for subsidiaries and affiliates (SA);
- Continuous monitoring and supervision to assess the achievement of predefined indicators through energy and economic analysis, following the established methodology for calculating key energy efficiency metrics;
- Reducing the environmental footprint of production activities is an ongoing commitment that applies to the entire spectrum of the Efficiency Improvement Program across various areas of operation.
- Execution of organizational and technical measures for energy preservation and heightened energy efficiency, aligned with the approved action plans for SA. These activities facilitate the responsible consumption of energy resources and enhance energy efficiency;
- Implementation of SA management concept based on a constant commitment to reducing losses, optimizing work cycles, and practicing lean manufacturing.
In 2022, as part of our ongoing efforts to save energy and resources and improve energy efficiency, we implemented 58 measures aimed at reducing fuel and energy resource consumption. These measures resulted in a saving of 487 thousand tons of standard fuel across “Samruk-Energy” JSC Group of Companies.
The implementation of standard measures to conserve electricity and heat significantly reduced energy consumption, leading to positive economic and technical outcomes.
To ensure the rational use of fuel and energy resources, we conducted research and development (R&D) activities in the field of efficient combustion of high-ash coals. Specifically, we worked on the "Development of technology for combustion devices of boiler units for burning high-ash coals of seam No. 3 of Ekibastuz deposit and depleted coal/coal by-products”. This involved collaborative experimental studies with Nazarbayev University, focusing on the combustion of high-ash Ekibastuz coal and its by-products in integrated fluidized bed and circulating fluidized bed installations. The results indicated the potential for efficient combustion of these coals using FB and CFB technologies, resulting in reduced fuel consumption and emissions compared to traditional coal combustion. We also developed technical proposals for the concept of industrial and power boilers using FB and CFB for these coals.
Additionally, we are exploring the possibility of carbon capture and storage (CCS) technologies at existing and future coal-fired power plants of “Samruk-Energy” JSC.
The project aims to study existing and promising CO2 capture technologies from flue gases of thermal power plants, analyze their integration into existing technological schemes, and assess the disposal of captured CO2, with a focus on the most promising technologies for Kazakhstan's conditions.
This project is planned to be implemented for the period 2023-2025.

To enhance the efficiency of stakeholder interaction, “Samruk-Energy” JSC has implemented a Communication Strategy across the entire group of companies. This strategy establishes a unified approach to corporate communications, delineates target audiences, communication principles, media planning, crisis response procedures, internal and external PR tools, and the Company's external positioning. The management of sustainable development within the Company governs the policy and methodology for stakeholder engagement.
The corporate communications policy, stakeholder identification, impact assessment, and the identification of material topics are subject to approval and oversight at the Board of Directors level.
The execution of initiatives and plans for stakeholder interaction, along with their monitoring, falls under the competence of the Company's Management Board. Annually, the Board reports to the directors on the outcomes of activities related to stakeholder engagement.
Specially established Committees under the Board of Directors and the Management Board oversee the stakeholder interaction system within their respective areas of responsibility.
The outcomes derived from the Company's engagement with stakeholders serve as the cornerstone for a robust and validated sustainable development policy. Within this framework, the Company endeavors to extensively incorporate sustainable development principles by adopting best practices in production, environmental initiatives, occupational safety, and the social sphere. Social responsibility is an integral part of “Samruk-Energy” JSC development strategy, since we are aware of our contribution to social development. Social corporate responsibility projects are aimed at ensuring safe and comfortable working conditions.
Human Resources Department works on the followings tasks in line with social responsibility:

- Ensuring social guarantees and social stability at the Company

“Samruk-Energy” JSC group of companies strives to provide a competitive social package, the availability of which allows attracting highly competitive candidates from external market. Compensation and benefits are designed to improve the welfare and level of social protection of employees and their families. The number of social payments and benefits provided to employees of the Company’s Group in accordance with signed collective agreements include:
- financial assistance for health care provided at vacation, for the birth of a child;
- financial assistance for burial (an employee and immediate relatives), for the treatment of retired employees, for emergency situations, etc.
- financial assistance in connection with loss of income (registration of maternity leave or leave due to the adoption of a newborn child);
- voluntary health insurance;
- health resort treatment
- a one-time incentive payment in connection with employees anniversary celebration (50, 60 and 70 years);
- expenses for holding festive, cultural and sports events;
- payment of loans;
- allowance for injury and loss of primary income earner;
- New Year's gifts to children, etc.
The annual measurement of indicators of social stability and employee involvement allows taking timely measures on increasing employee loyalty and trust, social welfare, and employee involvement, improving working conditions and processes associated with staff work, developing communication systems and informing about any changes.
In 2020, the methodology for determining the engagement index and social stability rating was updated. The purpose of updating the methodology is to increase the practical significance of results and the value of recommendations to ensure social stability in a team.
In 2022, Samruk Business Academy conducted an engagement survey among employees of the Corporate Centre of Samruk-Energy JSC. To determine the level of well-being of employees we surveyed five elements of well-being: health, finance, social well-being, environment, professional well-being.
The survey covered 104 employees. According to the results, the overall level of well- being of Samruk-Energy JSC amounted to 74%.
In 2022, we conducted a social survey among the production personnel to analyse the level of social stability at Samruk-Energy, Samruk Research Services Methodology.
According to the survey findings, the SRS integral indicator at Samruk-Energy reached 62%.

Social corporate responsibility projects aim to provide safe and comfortable working environment, professional development, address housing issues and improve the quality of life of employees and their families, financial support for veterans and pensioners, and support for social communities.
“Samruk-Energy” JSC is one of major employers in the Republic of Kazakhstan. As of December 31, 2021, the headcount of “Samruk-Energy” JSC group of companies amounted to 17 645 people.
In connection with the production specifics of the Company’s operations, male employees are involved in the main production areas, whose share of the total staff in 2021 amounted to 74%.

“Samruk-Energy” JSC implements the following activities for health improvement purposes and in order to arrange leisure for employees:
- the provision of additional days to paid annual labor leave for years of employment;
- carrying out physical fitness work and the development of mass sports among employees and members of their families, providing them with access to sports infrastructure, organizing training and competitions;
- regular promotion of healthy lifestyle among employees using corporate media;
- the annual allocation of funds for cultural events, purchase of New Year's gifts, purchase of valuable gifts on Power Engineer’s Day;
- the organization of leisure activities for school-age children during the summer holidays at health camps or health and recreation resorts of the Republic of Kazakhstan;
- partial compensation for the cost of trips to health camps and children's health centers for children with disabilities and orphans for employees of the Company.
Moreover, Conciliation Committees have been established and operate at “Samruk-Energy” JSC group of companies; they comprise representatives from the employer and representatives of trade union workers, and their main roles are conducting of explanatory works among staff, consideration of complaints and appeals.

For many years, as part of our corporate social responsibility, "Samruk-Energy" JSC has been actively involved in the development of the regions where it operates and maintains continuous engagement with local communities. The Company collaborates on matters related to its participation in local infrastructure development, environmental enhancement in the region, and providing social support.
The Company plays a crucial role in the country's infrastructure, supplying electricity to approximately 19 million consumers. We promote employment by creating and sustaining over 17 000 jobs across Kazakhstan. We contribute to the economic development of regions by fostering equitable partnerships with our suppliers and contractors, fulfilling our tax obligations, and creating employment opportunities.
Our top priority is to enhance the quality of life for the population and support social initiatives in all regions where we operate. The Company's social strategy revolves around creating an environment and conditions that enable local residents to fulfil their potential and actively contribute to economic and social growth.
We make a significant contribution to the well-being and socio-economic development of the regions where we operate through:

Supporting social programs, cultural initiatives, and educational events
The implementation of certain investment projects involved the enhancement of local infrastructure in the regions where the group of company's enterprises are situated.
The infrastructure of Solnechny village and Ekibastuz сity is undergoing development in the region where "Station Ekibastuz SDPP-1" LLP and "Station Ekibastuz SDPP-2" JSC are situated.
In Solnechny village, a range of essential infrastructure amenities has been established, including a mosque, a church, a Cultural Center, sports and wellness facilities, a swimming pool, and a hotel. Likewise, in the city of Ekibastuz, new residential complexes, dormitories, and a Cultural Center for power engineers have been built, along with the construction of roads linking Ekibastuz SDPP-1 Station to Ekibastuz SDPP-2 Station.
“ESDPP-2 Station” JSC holds a central position in the development of Solnechny village, employing a significant 60% of the local workforce and serving as a cornerstone enterprise for the community. Within its organizational framework, the company provides crucial social facilities such as a medical and preventive service, a swimming pool, and a dormitory facility resembling a hotel. Ongoing initiatives focus on enhancing the aesthetic appeal of the area, with annual funding from the station's budget allocated to ensure their proper upkeep and operation.
Similar initiatives were also carried out in the areas surrounding “Moynak HPP” JSC's operations. In these regions, 77 houses, a kindergarten, and a mosque were constructed for “Moynak HPP” JSC employees, where a total of 235 individuals reside, including 100 employees and 135 - their family members.
All employees of “Moynak HPP” JSC were allocated company housing (comprising 77 residential buildings), comfortable houses offering 3, 4, and 5 rooms with modern amenities. Each dwelling includes private plots spanning 6 acres and auxiliary structures. Additionally, a store was established to supply groceries and essential commodities. In the operational service village, there is a kindergarten for 30 children catering to the Company's employees' children. “Moynak HPP” JSC consistently supports the kindergarten situated within Moynak village's premises.
“Bogatyr Komir” LLP wholeheartedly backs a range of social initiatives with the goal of enhancing people's quality of life and actively engages in urban social programs. Extensive efforts have been undertaken to enhance children's playgrounds and sports facilities in the Mountain municipal district of the city. These initiatives encompassed the repair and restoration of children's playgrounds, the provision of sand for sandboxes, and the enhancement of “Shakhter” Park. Additionally, a monument honoring the esteemed akyn (poet) and philosopher Mashkhur Zhusup Kopeyev was built, and a traffic light was installed on Kunaev street.
In addition to projects aimed at enhancing local infrastructure, the Company engages in initiatives designed to provide support to underprivileged and economically disadvantaged sectors of the community.
Core operations assistance program
As part of our core operations, we are dedicated to assisting vulnerable individuals among the population (who, due to circumstances, have lost housing, a breadwinner, or the physical ability to work (including those who did not have these from birth), as well as low-income individuals whose total income falls below the subsistence level:
- In accordance with the Memorandum of Cooperation between “Bogatyr Komir” LLP and the local governing body, “Bogatyr Komir” LLP annually provides complimentary coal shipments to:
- social facilities in Pavlodar region (rural schools, hospitals, clubs, and other social facilities);
- for charitable purposes (mosques, monasteries, public funds, socially vulnerable segments of the population);
- employees of the Company residing in houses with stove heating, providing 10 tons of coal free of charge once a year.
In 2022, a total of 127 878,5 tons of coal were shipped, including:
- to social facilities in Pavlodar region – 78 402,6 tons;
- for charitable purposes – 6 683 tons, including:
- mosques and monasteries – 270 tons;
- socially vulnerable segments of the population through the Akimats (municipal authority) of Pavlodar region – 6 033 tons;
- employees and pensioners – 3 355 tons.
In line with the Rules for differentiation of electricity tariffs by energy supply organizations based on the amount of electricity consumed by individuals, which were approved by the Order No. 57-OD dated 20. 02. 2009 of the Agency of the Republic of Kazakhstan for the regulation of natural monopolies, specific consumption thresholds are defined for various categories of individuals in the regions where we operate. These categories include elderly pensioners living alone, disabled individuals, veterans of the Great Patriotic War, and those with equivalent status. The local executive body extends housing assistance to low-income residents for covering housing and utility expenses, it is provided when utility costs exceed 5% of the total family income (Maslikhat (local representative council) decision No. 232, dated June 2, 2014)

Social initiatives
- Assistance to pensioners and war veterans - internationalists in the form of a monthly payment of 150 kWh for consumed electricity (“Shardarinsk HPP” JSC).
- Providing support to World War II participants, Labor Front members, and equivalent individuals on Victory Day (“Ekibastuz SDPP-2 Plant” JSC, “Almaty Power Plants” JSC).
- Aid to low-income and large families (“Bogatyr Komir” LLP, “Shardarinsk HPP” JSC, “Almaty Power Plants” JSC).
- On the International Day of Older Persons, financial assistance was provided to non-working pensioners of ESDPP-2 in Solnechny village and Ekibastuz city, a special event was organized for veteran power engineers of ESDPP-2. Company activists organized “Biz Birgemiz” campaign with the aim of assisting pensioners by clearing snow from their yards, offering congratulations, and presenting New Year gifts to elderly individuals living alone and children from socially vulnerable segments of the population in Solnechny village.
- Various entertainment and educational events were held throughout 2022 for children with disabilities, children from large families, and orphans. These activities included culinary masterclasses, excursions, morning performances, trips to the skating rink and bowling alley, free classes at an art school, 'Fun Starts' competitions, track and field race, “Memlekettik ramizder”, “Nicotine for Vitamins” campaigns, a charity fair, and excursions to the Mausoleum of M. Zhusup.
“Bogatyr Komir” LLP initiated and implemented the "Boxes of Goodness" project, which provided food and other assistance to low-income, economically disadvantaged, and large families, pensioners, and individuals facing difficult life situations. Also, as part of social initiatives, “Almaty Power Plants” JSC Group and the Local Trade Union "Energia" provided assistance to 280 families with multiple children and low-income families.
- A computer class was established at the Kainar ELC with the support of Ekibastuz SDPP-2 to enhance computer literacy among children and adults. Educational excursions were organized for students of Almaty State College of Energy and Electronic Technologies and the college under the Almaty University of Energy and Electronic Technologies named after Gumarbek Daukeyev.
The Company personnel actively participated in the "Road to School" event, organized by “Samruk-Kazyna” JSC Fund in collaboration with the Committee for the Protection of Children's Rights of the Ministry of Education of the Republic of Kazakhstan. The initiative aimed to provide essential assistance to schoolchildren from low-income families, including the purchase of stationery for 12 thousand first-grade backpacks for children from 10 regions of the country.
- Ekibastuz SDPP-1, SDPP-2, and “Bogatyr Komir” LLP extended support to the municipal services of the city in addressing the aftermath of the accident.
The group's enterprises actively support various social initiatives aimed at improving people's quality of life. This support is ongoing and includes participating in citywide cleanup events, enhancing and beautifying the surrounding areas, collaborating with religious denominations and public foundations, and providing tangible support to different groups. These groups encompass pensioners, veterans of the Great Patriotic War, low-income families, individuals with disabilities, and single mothers. The assistance takes various forms, including monthly subsidies, one-time financial aid, the distribution of food provisions, and offering preferential vouchers, among other measures.

Charity projects
The primary charity activities are carried out through the Single Operator, a part of “Samruk-Kazyna” JSC group of companies, with one of its portfolio companies being “Samruk-Energy” JSC.
“Samruk-Kazyna Trust” Social Projects Development Fund implements charitable projects and programs that are designed to address socially important issues for the general population. These initiatives involve contributions and participation from all the companies within “Samruk-Kazyna” JSC group.
From 2018 to 2022, “Samruk-Kazyna Trust” corporate fund has undertaken 176 projects, amounting to a total of 37,3 bn. tenge. The total number of direct beneficiaries of charitable projects amounted to over 1.9 million individuals, including those from socially vulnerable segments of the population, children, and rural residents.
Charitable efforts encompass a diverse array of areas, including:
- Healthcare, involving 34 projects.

In alignment with the principles of responsible investment, we adopt an Environmental, Social, and Governance (ESG) framework when making investment choices. This approach enables us to effectively mitigate risks and play a part in fostering a more sustainable global environment.
Our assessment of ESG factors is guided by several key references, including the Corporate Governance Code, the Development Strategy, Sustainability Guidelines, and internationally acknowledged standards. These standards are recognized by the international community and encompass the UN Sustainable Development Goals, the criteria set forth by the International Finance Corporation (Industry Foundation Classes, IFC), the European Bank for Reconstruction and Development, and the UN Principles for Responsible Investment.
The fundamental investing principles encompass:
1) Integration of ESG criteria into the investment analysis and decision-making process.
2) Adherence to the laws of the Republic of Kazakhstan and the responsible handling of confidential information.
3) Compilation of annual reports, encompassing financial statements and sustainable development reports, including ESG factors, in accordance with universally recognized international or national auditing standards.
4) Establishment of a structured system for identifying, evaluating, and managing risks.
Within the Company’s investment criteria, ESG standards and analysis are integral components. Matters concerning ESG factors are incorporated into the investment memorandum, and they form a central part of discussions during Advisory Body meetings.
We adhere to rigorous and practical procedures across the investment cycle to identify and evaluate ESG factors. We ascertain their relevance to each investment project and ensure they are addressed appropriately. This way, ESG considerations are seamlessly integrated into every phase of our investment activities, starting from the selection and assessment of investments, extending through involvement in asset management, and encompassing stakeholder engagement to enhance ESG policies and practices.
“Samruk-Energy” JSC group of companies upholds the fundamental principles of the precautionary principle. Before commencing new projects and facilities, an environmental impact assessment is a mandatory step. The Company conducts various activities to inform the public about the proposed project and its potential effects. This allows for the identification of public opinions and ensures their inclusion in the impact assessment process. To involve the public at all stages of the investment project, we organize public hearings, and information about these hearings, among other details, is made available through various public channels.
For each investment project, a comprehensive environmental impact assessment is conducted in the designated project area. This assessment takes into account the project's impact on air, water, and soil, while also considering all environmental and economic risks. The results are subject to approval by the state environmental assessment.
A Stakeholder Engagement Plan (SEP) is developed for every investment project, with the following objectives:
1) establish boundaries for defining, analyzing, displaying, prioritizing, and engaging with stakeholders at the local, regional, and national levels.
2) provide the SEP that aligns with international standards and ensures a process of regular, open, and transparent interaction with stakeholders.
3) ensure proper identification and inclusion of all stakeholders, including vulnerable population groups.
4) define roles and responsibilities in implementing the SEP, including processes for monitoring and responding to feedback and complaints from stakeholders.
5) monitor the progress and outcomes of the SEP implementation.
6) identify and address critical issues, reduce social and environmental risks, and enhance social benefits.
7) provide a foundation for building constructive, long-term relationships with stakeholders through dialogue and bilateral information exchange to strengthen trust and minimize business risks.
8) outline mechanisms for information exchange, feedback and recommendation collection from stakeholders, resolution of stakeholder-raised issues, and reporting.
9) assist the Company in understanding stakeholder expectations.
10) enable stakeholders to participate in project impact assessments and the development of appropriate risk mitigation strategies for major capital projects.
11) offer guidance on documenting stakeholder interactions, tracking and monitoring stakeholder engagement, providing reporting, and monitoring SEP implementation.
Monitoring of the Stakeholder Engagement Plan occurs regularly and is conducted by “Samruk-Energy” JSC and each subsidiary and affiliated company involved in significant investment projects. It receives approval at least once a year from the Company's Board of Directors or Supervisory Board.
Furthermore, the executive body provides quarterly updates to the Board of Directors on the progress and effectiveness of ongoing investment projects within “Samruk-Energy” JSC group of companies.
The Company also maintains sustainability initiatives aligned with the 17 Sustainable Development Goals and in harmony with its strategic objectives across all facets of its operations. These initiatives undergo annual monitoring and evaluation by the Board of Directors.
