2024 key events as part of the implementation of “Samruk-Energy” JSC Group investment projects

On January 18, 2024, during the "Kazakhstan-Italy" investment roundtable with the participation of the Head of State, a Cooperation Agreement was signed between “Samruk-Energy” JSC and Ansaldo Energia for the implementation of energy projects, including the "Reconstruction of Almaty CHP-3 based on a combined cycle gas turbine (CCGT) with an increase in plant capacity" project.

On February 2, 2024, the President of Kazakhstan signed a Decree ratifying the Intergovernmental Agreement on the "Construction of a 1 GW Wind Power Plant (WPP) with an energy storage system with Total Eren" project.

On February 14, 2024, a Heads of Agreement was signed between the Ministry of Energy of the Republic of Kazakhstan, Samruk-Kazyna JSC, and Urbacon Concessions Investments WLL (UCC) for the construction of a combined-cycle power plant of approximately 1,100 MW capacity in the Kyzylorda region.

On March 20, 2024, an Agreement on establishing long-term strategic partnership for the development of projects in priority sectors was signed between the governments of the Republic of Kazakhstan and the State of Qatar. Among the largest investment projects are the construction of a combined-cycle power plant with a capacity of 1,100 MW and the Semey Hydropower Plant (HPP) with a capacity of 350 MW.

On April 17, 2024, an Agreement was signed between the Ministries of Energy of Kazakhstan and the Russian Federation on cooperation in the construction of CHP plants in the cities of Kokshetau, Semey, and Ust-Kamenogorsk.

In June 2024, during the Kazakhstan-Korea Business Forum, Samruk-Energy, Doosan Enerbility, and KEPCO Plant Service and Engineering signed a Memorandum of Understanding (MoU), expressing their intent to collaborate on joint implementation of flue gas cleaning projects at Ekibastuz SDPP-1, Ekibastuz SDPP-2, and APP.

On July 2, 2024, during the Kazakhstan-China Business Council, “Samruk-Energy” JSC and China International Water & Electric Corp. (CWE) signed a Cooperation Agreement for the construction of Kazakhstan’s first Pumped Storage Hydropower Plant (PSH).

On July 2, 2024, within the framework of the Kazakhstan-China Business Council, a Framework Agreement (FA) was signed between “Samruk-Kazyna” JSC and CNPC for the construction of a 400 MW Wind Power Plant in partnership with PetroKazakhstan (CNPC).

On July 3, 2024, a Memorandum of Understanding (MoU) was signed, and on October 15, 2024, an Agreement on the Joint Development of an 800 MW Renewable Energy (RE) project was signed between “Samruk-Energy” JSC and China Energy.

On July 26, 2024, a Cooperation Agreement was signed for the project to expand the RE capacity to 810 MW in the Shelek Corridor.

On August 23, 2024, a Heads of Agreement was signed between “Samruk-Energy” JSC, “KazMunayGas” JSC, and PetroKazakhstan for the "Construction of a 400 MW Wind Power Plant" project.

On August 28, 2024, Ekibastuz SDPP-2 signed an EPC contract with a Russian-Kazakh consortium for the construction of the 3rd and 4th power units.

On August 29, 2024, a contract was signed for the development of project documentation for the construction of a CHP plant in Kokshetau with an electrical capacity of 240 MW and a thermal capacity of 520 Gcal/h.

In October 2024, Samruk-Energy JSC and China Power International Holding signed an Agreement to develop a project for the construction of a 1 GW Wind Power Plant with the installation of an energy storage system.

On October 30, 2024, the Law of the Republic of Kazakhstan ratified the Agreement between the Government of Kazakhstan and the Government of the State of Qatar on establishing a long-term strategic partnership for the development of priority sector projects (including the construction of a combined-cycle gas turbine power plant in the Kyzylorda region).

On November 12, 2024, at COP 29, an Agreement was signed between the Governments of Kazakhstan and China, along with an Agreement on joint investment in the 800 MW Renewable Energy project between “Samruk-Energy” JSC and China Energy. The project involves the construction of a 500 MW wind power plant in the Karaganda region and a 300 MW solar power plant in the Turkestan region.

On November 12, 2024, an Investment Agreement (IA) was signed at COP 29 for a 1 GW Wind Power Plant (WPP) project with an energy storage system, in collaboration with MASDAR.

In November 2024, during the visit of the President of Russia to Kazakhstan, a Cooperation Agreement was signed between “Samruk-Energy” JSC and “ORGRES” LLC regarding the reduction of pollutant emissions at power units No. 3 and No. 4 of Ekibastuz SDPP-2.

In November 2024, the heads of Samruk-Kazyna and Chinese company SANY Renewable Energy launched the construction of a wind turbine component manufacturing plant in the Zhambyl region.

On November 12, 2024, an Intergovernmental Agreement between Kazakhstan and China was signed at COP 29 for the 1 GW Wind Power Plant project with an energy storage system, in collaboration with China Power International Holding (CPIH), as well as an Agreement between Samruk-Energy and China Energy.

On November 15, 2024, a Power Purchase Agreement (PPA) was signed at COP 29 for the 1 GW Wind Power Plant project with an energy storage system, in collaboration with MASDAR.

On December 4, 2024, the Chairman of the Board of “Samruk-Energy” JSC and the President of Power International Holding signed a Joint Implementation Agreement (JIA) for CCGT power plant construction project in the Kyzylorda region.

As part of the 'Modernization of Power Unit No. 3' project, the project's feasibility study (FS) was developed, and in December 2024, a positive conclusion was obtained from RSE “Gosexpertiza”

By the end of 2024, the manufacturing and final testing of one set of gas turbine units (GTU) for the 'Modernization of Almaty CHP-2' project were completed.

On December 23, 2024, a certificate of commissioning was signed for Power Unit No. 1 at Ekibastuz SDPP-1. For the first time in the last 30 years, the station operated at full capacity in an eight-unit mode.

On December 23, 2024, the Board of Directors of “Samruk-Energy” JSC approved the Investment Project Portfolio. This portfolio consists of 34 projects, and the implementation of these projects will increase the total installed capacity by 16.4 GW."

On December 31, 2024, a Joint Development Agreement (JDA) was also signed with Nebras Power for the Semey HPP project.
