Governor of Akmola region and Samruk-Energy Chairman of the Board inspect construction progress of Kokshetau CHP

The Government of Kazakhstan has made the decision to construct the Kokshetau Combined Heat and Power Plant (CHP) using domestic resources. Initially, the project was to be financed through preferential funding from the Russian Federation. However, due to delays on the Russian side, Samruk-Kazyna Fund, acting on instructions from the Government, has secured the necessary financing, and Samruk-Energy JSC has already commenced construction of the new CHP.

Governor of Akmola region Marat Akhmetzhanov and Chairman of the Management Board of Samruk-Energy JSC Kairat Maxutov visited the construction site of the Kokshetau CHP to inspect the progress. The installed capacity of the new plant will be 240 MW of electric power and 520 Gcal of thermal output. Once commissioned, the CHP will fully meet the city's demand for heat and ensure stable and reliable heat and power supply.

Governor Marat Akhmetzhanov emphasized the strategic importance of the project for both the city and the wider region.

"This is truly a historic event for Kokshetau. The new CHP addresses one of the city’s most pressing challenges — the shortage of heat and hot water supply, particularly during the winter season. It will not only provide more comfortable living conditions for residents but also give a strong boost to the city’s development, creating opportunities for new industrial projects and business growth", -  he stated.

The facility will be built on a site of over 300 hectares, which will accommodate the power plant itself, a gas cleaning system, ash disposal site, 110 kV switchyard, fuel oil facilities, covered coal storage, and other infrastructure.

The Governor and Samruk-Energy CEO also held a business meeting on-site with representatives of the contracting companies involved in the project.

“The customer for this project is Samruk-Energy’s subsidiary — Kokshetau CHP LLP. The plant will be equipped with modern Chinese-made technology that complies with current standards on energy efficiency and pollutant emissions. In addition, we are designing the facility with future expansion in mind. The necessary infrastructure will be in place to allow for the addition of another generating unit if energy demand in the region increases”, -  said Kairat Maxutov, Chairman of the Management Board of Samruk-Energy JSC.

The project design team and the general contractor briefed the Governor and Samruk-Energy management team on current progress. To date, engineering and geological surveys have been completed, design documentation is underway, equipment orders are being placed with manufacturers, and site preparation work is ongoing. Completion of construction is planned by the end of 2028.
