Construction of the second phase of Shulbinsk HPP

The Construction of the second phase of Shulbinsk Hydropower Plant is being implemented under the Hydropower Industry Development Plan of the Republic of Kazakhstan for 2020–2030, approved on September 4, 2020, by the First Deputy Prime Minister of the Republic of Kazakhstan, Sklyar R.V.

The expansion of Shulbinsk HPP through the construction of its second phase represents a strategically important initiative for Kazakhstan. Since the Soviet period, the need to extend Shulbinsk HPP has been closely linked to strengthening the country’s water security through the creation of a multi-year regulated reservoir on the transboundary Irtysh River, particularly in light of the unresolved water resource management issues with the People’s Republic of China.

Project objectives:
The project aims to establish a multi-year regulated reservoir on the Irtysh River and enhance the flexibility of Kazakhstan’s unified power system by increasing the installed capacity of Shulbinsk HPP from 702 MW to circa 1,050 MW, adding about 348 MW of new capacity.

Implementation period: 2024–2032
