A new 60 MW wind power plant, which is being built 140 km away from Almaty city, is planned to be put into operation by early August this year. The plant will produce 225,7 mln.kWh of electricity annually. Besides its production characteristics, the project is essential for the region from the perspective of its environmental component. The construction and launch of the wind power plant will reduce greenhouse gas emissions by up to 206 thousand tons and will also replace about 89 thousand tons of reference fuel per year.
The energy facility is being constructed in the Enbekshikazakh district of Almaty region in the so-called Shelek corridor - a unique region for the development of renewable energy capacity, where the average annual wind speed at a height of 50 meters is 7,8 m/s, the flux density is 310 W/m2. The WPP capacity is planned to be increased up to 300 MW in the future.
The project is worth 37,4 bn. tenge and it involves the construction of 24 wind turbines, each with a nominal capacity of 2,5 MW, substations, overhead power lines, and related infrastructure. The main equipment of the plant is manufactured by GoldWind. Kazakhstani power holding company “Samruk-Energy” JSC is implementing the project in partnership with the Chinese corporation “Power China”.
According to Samruk-Energy experts, despite the energy capacities operating in Almaty city and Almaty region such as Almaty CHP, Kapshagay, and Almaty Cascade of HPPs, Zhambyl GRES, as well as Issyk, Moynak, Kataral, Taldykorgan HPPs, the region experiences power shortages and does not have sufficient own fuel resources. Due to scarce generating capacities, own energy sources cover the region's demand for electricity only by 50%. External energy producers (from the northern regions of the republic, Zhambyl GRES, and Kyrgyzstan) compensate for the energy shortfall. These factors, as well as the presence in the region of a good resource base of renewable energy sources, served as the basis for the implementation of “Samruk-Energy” project for the construction of a 60 MW wind power plant in the Shelek corridor.
To date, 5 renewable energy facilities operate at “Samruk-Energy” JSC. Their total electricity output in 2021 was 325,3 mln. kWh. This is 7,7% of electricity generated by all renewable energy facilities in the Republic of Kazakhstan.
The company strongly supports the initiative on the development of renewable energy sources. As part of the concept of Kazakhstan's transition to a "green economy", the Power holding company strives to increase the share of electricity generation from renewable energy sources, which are already active participants in the electricity market.
By this time, in addition to the WPP in the Almaty region, Samruk-Energy is implementing a project for the construction of a 50 MW WPP in the vicinity of Ereymentau city, Akmola region.

We would like to remind that over January-December 2020 electricity production by “Samruk-Energy” JSC RE facilities (SPP, WPP, small HPP) amounted to 335.8 mln. kWh or 10.8% of the total electricity generated by all RES facilities in Kazakhstan. Currently, the company is working on projects related to "green" energy, including construction of 60 and 50 MW wind power plants in Almaty and Akmola regions, counter-regulating 40 MW Kerbulak HPP on the Ili River.
“Samruk-Energy” JSC is the largest power holding company in Kazakhstan, 100% owned by “Samruk-Kazyna” SWF JSC. It was established in 2007. Core business: electricity and heat production; transmission, distribution and sale of electricity, power coal mining. The holding company comprises energy and coal enterprises, including “Ekibastuz SDPP-1” LLP, “Ekibastuz SDPP-2 Plant” JSC, “Bogatyr Komir” LLP, “Almaty Power Plants” JSC, “Moynak HPP” JSC, “Shardarinsk HPP” JSC, etc.
A mechanism for increasing employee engagement was developed as part of “Samruk-Energy” JSC Digital Transformation Program, which is aimed at continuous improvement of the company. Rewards will be provided for initiative, submission of ideas and suggestions in terms of improving the efficiency of processes in the company.
Thanks to the implementation of the “Advancing the process of continuous improvement” activity, employees will get a unified algorithm for submitting proposals to improve the Company and its subsidiaries performance. For ideas with a positive economic effect and quality benefits that will be implemented within the holding's perimeter, a cash payment will be paid to the initiator.
The activity involves such subsidiaries and affiliates as: "ESDPP-1" LLP, "ESDPP-2 Plant" JSC, "APP" JSC, "AZhC" JSC, "Moynak HPP" JSC and "Shardarinsk HPP" JSC.
The project team developed a unified idea management process, which is the basis of the internal regulatory document - “Rules for working with ideas and proposals of “Samruk-Energy” JSC and its subsidiaries employees”. A unified approach formalized the processes of submitting and considering each proposition including a follow-up implementation. Moreover, it includes a methodology for calculating the remuneration of the authors of ideas adopted for implementation.
It is noted that from early August, employees of subsidiaries and affiliates will be able to take part in training on this process. This will increase the awareness of employees, the opportunity to implement their idea in full compliance with the rules for filing and get additional income.
Dismantling works have been completed by 100% and installation of the new technological equipment has commenced at Ekibastuz SDPP-1 named after B. Nurzhanov, where the project for restoration of 500 MW power unit No. 1is underway. Commissioning and launch of rehabilitated power unit is scheduled for December 2023.
“Samruk-Energy” JSC, which owns the plant, attaches great importance to the project. Its successful implementation, as well as the ongoing work at other energy facilities of the company, should reduce the emerging power shortage in the industry and increase the country's energy security.
As it is known, over the past four years (2017-2020), the average growth in electricity consumption in the republic was 4%, which is equivalent to an increase in electricity demand of about 600 MW annually. Experts are witnessing a rapid decline in available power reserves. The projected balance of electricty shows a deficit in production capacity in Kazakhstan since 2023, while a shortage in regulation capacity is already available today. According to the system operator, during the autumn-winter period 2020-2021, the actual reserve of the Unified Electricity System (UES) of the Republic of Kazakhstan relative to the operating capacity was 600 MW. Industry experts fear that if the current pace is maintained, in the next heating period there will be no power reserves in the RK UES , which will result in power supply constraints.
The project for the restoration of power unit No. 1 with the installation of new electrostatic precipitators will increase the plant's capacity to 4000 MW and, thereby, complete the long-term process of upgrading of the SDPP’s main equipment. We would like to remind that in 2014, power unit No. 2 with a capacity of 500 MW was connected to the grid, which enabled to significantly improve Ekibastuz SDPP-1 operating performance. Prior to that, 500 MW power unit No. 8 MW was launched in July 2012.
It should be noted that to reduce expected electricity shortage, Samruk-Energy, in addition to the restoration of power unit No. 1 of ESDPP-1, plans to implement the following projects:
- commissioning of 636 MW third power unit of Ekibastuz SDPP-2;
- from 2028 to 2035, one-by-one reconstruction of units 3, 4, 5, 6, 7, 8 of Ekibastuz SDPP-1 with an increase in the total capacity by 240 MW;
- reconstruction of Almaty CHPP-3 of AlES with an increase in the installed capacity up to 450 MW and ensuring a maneuverable mode;
- reconstruction of Almaty CHP-1 of Almaty Power Plants with an increase in capacity up to 250 MW and the possibility of maneuvering until 2030;
- commissioning of 40 MW counter-regulating Kerbulak HPP in 2026, which will ensure an increase in the range of capacity regulation at the Kapshagai HPP to 300 MW;
- development of projects in Shelek corridor on development of wind and hydro potential of the region.
For reference:
Ekibastuz SDPP-1 named after B. Nurzhanov is the largest in Kazakhstan and one of the world's largest thermal power plants with an installed capacity of 4000 MW, equipped with eight power units of 500 MW each. It covers 20-23% of the total electricity consumption in the republic. Samruk-Energy, the largest electricity holding company owns 100% of equity stake of the plant.

Office of Digital transformation of Samruk-Energy JSC summed up the implementation of the “Integrated system of planning” (ISP) and “Safe production” projects. ISP has become an integral part of the formation of the Development Plan in automatic mode, meanwhile "Safe Production" systematized the identification and registration of inconsistencies with the Labor Protection Rules on the online platform. This was announced during the event with the participation of the Chairman of the Management Board of the holding.
In his welcoming speech at the event, the sponsor of the “Safe Production” project - CEO of Samruk-Energy JSC Sungat Yessimkhanov noted:
“Nowadays, digitalization and automation are key areas for the company. In general, the completed projects have shown their effectiveness, and in the future we will use the developed products in operating activities. "
Also, he urged his colleagues to actively support digital transformation to take part in the integration of ideas. Active employees will be rewarded.
The "Integrated system of planning" project launched in March 2017, which is aimed at setting goals and finding the optimal script when forming the company's Development Plan.
“At the beginning of the journey, we had to face doubts about how the calculating machine would operate, as well as the question of what results the project would show in the end. Now, it is one of the most successful project in the Portfolio. This project was implemented in “GRES-1” LLP, “SEGRES-2” JSC and “MHES” JSC, with financial benefits of KZT 3.4 billion for 2018-2020", - said the sponsor of the "IPS" project Serik Tyutebayev.
Benefits for the project for 2018-2024 amount to KZT 9.3 billion.
The “Safe Production” project is the implementation of an automatic, integrated system. It is enough to take a photo, register the incident, and the application goes directly from the employee to the management. Introduced in "EGRES-1" LLP, "SEGRES-2" JSC and "AlES" JSC.
“We believe the platform is a success among employees. To date, each subsidiary and affiliated company has one and a half to two thousand reports of non-conformities. Not only employees of labor protection departments leave their comments”,- said project manager Ilyas Sarbasov.
The subsidiaries and affiliates have lifted the ban on the use of personal gadgets in order to access the SLP mobile application (safety and labor protection). Today, about 200 employees use it on their phones. Also, the application is installed on stationary computers. The number of comments in the system is growing, which indicates that the staff is not indifferent to security issues. A 1000 non-compliant nonconformities can prevent one fatal accident.
At the end of the event, the Managing Director for Business Transformation Ruslan Rakymbekov noted the effectiveness of the projects:
“The portfolio of Digital transformation projects is regularly updated. Each of you can become a project initiator, as well as participate as a key user or end user, a member of a project team or a leader. Transformation is new experience, new knowledge and new opportunities. "
Employees of affiliate organizations and the Corporate Center of Samruk-Energy were awarded with certificates of honor and letters of thanks for their personal contribution and participation in the implementation of projects.
