Investment projects in power sector of Almaty agglomeration

Projects in power sector of Kazakhstan, which are at the stage of completion, future ones and those in progress, worth over 2 trillion tenge are today in “Samruk-Energy” JSC portfolio. More than half of this amount falls on several large projects in Almaty region and Almaty city.  Serik Tutebayev, acting Chairman of the Board of “Samruk-Energy” JSC stated this data during the meeting with Marat Sultangaziyev, Mayor of Almaty Region.

Operations of companies that are part of “Samruk-Energy” JSC Almaty energy complex as well as issues and prospects of investment projects implemented by the company in the energy sector of the region and plans for gas infrastructure for CHP-2 facilities in Almaty city and CHP -3 in Almaty region were discussed at the meeting in Kunaev city.

According to Serik Tutebayev, Samruk-Energy is in strategic position in Kazakhstani energy system. The implementation of vital infrastructure projects in the country's energy sector and the promotion of activities taken to reduce adverse environmental impact are among key tasks that the company is addressing in 2022 and the coming years.

Almaty region offers many natural opportunities to produce green electricity in the Almaty region. To eliminate the energy shortage in the southern regions of the country, including the Almaty region, Samruk-Energy is implementing projects for the construction of renewable energy facilities. In addition, we are working on power facilities for generating power and connecting electrical energy to further develop the industrial, tourism and social potential of the region,” said the head of “Samruk-Energy” JSC.

We are talking about the implementation of the following projects in the region:

 - Construction of a 60 MW wind power plant in Shelek corridor including a possible increase in capacity up to 300 MW. The new power plant will secure the production of more than 226 mln. kWh of electricity per year using renewable energy sources and the generation of electricity without the consumption of hydrocarbon fuel.

- An increase in electricity generation at Moynak HPP by 100 mln. kWh per year. The project involves diversion of part of Kensu river runoff flow to the Bestyubinsk reservoir, which will expand the possibilities of capacity regulation for the Almaty region.

- Construction of the counter-regulating Kerbulak HPP on the Ili River. The implementation of the project will increase the regulating capacity of the Kapshagay HPP from 80 to 150 MW.

- Construction of a combined WPP, HPP with a capacity of 310 MW. The project aims to reduce greenhouse gas emissions, with the ability to balance electricity during peak loads.

- Retrofit of Almaty CHP-2 including mitigating adverse environmental impact. The construction of a new station at the site of the old one will reduce the negative impact on the Almaty city’s environment owing to transfer of CHP-2 to gas.

- Reconstruction of the Almaty CHP-3 based on a CCGT unit with an increase in the station's capacity up to 450 MW. The project involves the installation of combined cycle gas turbine unit at the station to partially cover the shortage of maneuvering capacities in the southern zone of Kazakhstan.

- Construction of "Kokozek" substation with connection to outdoor witchgear of "Kaskelen" SS. The implementation of this project will enable to cover the shortage of free capacities in the region necessary to provide a regulated service for the implementation of investment projects in the “Boraldai” Industrial Zone.

- Reconstruction of cable networks in Almaty city and Almaty region. Completion of the project will allow reducing losses in cable lines and decreasing emergency shutdowns.

- Development of networks of Shelek energy center. As noted by ‘Samruk-Energy” JSC experts, Almaty region has strong potential for development of renewable energy sources. According to the FS, the total output of RES facilities of the Shelek hub  - 603.7 MW. It is planned to build HPP-28, HPP-29, as well as “Saty” substation for generating power and connecting electricity for further development of “Kolsay” resort area. All the above-mentioned will create long-term conditions for development and improvement of the socio-economic situation in the region.

“Samruk-Energy” JSC representatives noted that the work in this direction is performed as part of priority projects in the area of gas supply, water supply, transport and energy implemented by Fund “Samruk-Kazyna” JSC and in accordance with strategic objectives of the Fund aimed at reducing the carbon footprint by 10 % next 10 years.

Several issues were also discussed during the meeting held at Almaty region’s Mayor Administration, the solution of which may be facilitated by the management of the region. In particular, topics related to the purchase of land plots for power transmission lines, financing and tariff setting were considered.

The largest projects that “Samruk-Energy” JSC implemented in a mega city Almaty over 15 years of operation include: construction of 300 MW Moynak HPP; construction of a unique 2 MW solar station in Kapshagay; construction and commissioning of 38 substations, with a total increase in transformer capacity - more than 3500 MVA; construction of power grids with a voltage of 220 kV, which enabled to create a ring around Almaty city, by combining 500 kV master substations of “KEGOC“ JSC and 220 kV hub substations of “AZhC” JSC.

Towards a sustainable safety culture

As part of the implementation of the Action Plan for the management of occupational health and safety and environmental protection issues, an offsite meeting on occupational health and safety following the results of the 1st half of 2022 was held on July 14 this year in Almaty city with the heads of structural units who oversee these issues.

The meeting was attended by Kirkinbayev E.A., “Almaty Power Plants” JSC Chairman of the Board who in his keynote speech highlighted the importance of the event and thanked for organizing the meeting.

Maksilov T.M., the Director of Occupational Health and Safety Department informed the participants about performance results for the 1st half of the year in the Company's group and plans for the 2nd half of 2022.

 Maksilov T.M. in his report talked about problematic areas of activity in occupational safety, including the growth of cases of deterioration in health of workers during working hours.

In accordance with the agenda of the meeting, the reports of the heads of structural units of several subsidiaries and affiliates, which supervise occupational safety issues, were heard, afterwards the key issues for development were discussed.

As part of the work plan, the production departments of CHP-2 named after A. Zhakutov and the HPP Cascade of “APP” JSC were visited.

In the final part of the event, Zuenok V.P., the head of the certification and training department of “SGS Kazakhstan” LLP held an information session on the topic "A modern approach to assessing the OSMS and building a sustainable safety culture."

Following the meeting, after a joint discussion of the issues raised, decisions on strengthening control measures, preventive measures and reducing injury rate were made.

The Samruk-Kazyna Fund To Have Held the First Annual Health&Safety Forumv 6 29 June 2022 The Samruk-Kazyna Fund has organized the first Health&Safety Forum in Nur-Sultan to share experience and best practices, analyze existing problems, and create a new large expert platform in the field of occupational safety and health. 

The representatives of government agencies, top managers of the production companies of the Samruk-Kazyna Group, international organizations and independent experts were invited as speakers. Almassadam Satkaliyev, the CEO of Samruk-Kazyna JSC, welcoming the guests of the Forum, shared with the participants the results of the work that is now in progress in the Fund’s Group in the field of occupational safety and industrial safety, and spoke about the challenges for 2022-2026. “Samruk-Kazyna JSC is the largest employer in Kazakhstan.  The number of employees of the group of companies is more than 250 thousand people. At the same time, the share of production personnel is 92.4% of the total number. It should be noted that for many years the Fund has been investing efforts and resources in promoting the values and approaches of safe production.  Nevertheless, we are still very far from the targets for achieving zero injuries at our enterprises. At the end of the year, we will raise questions about the work carried out by the CEOs in the field of industrial safety to the Boards of Directors of the relevant companies.  Ensuring the safety of employees of enterprises, is the main value for me personally and for the Fund as a whole, and I would like to warn everyone present that I keep every accident under special control,” Almassadam Satkaliyev outlined. Also within the framework of the forum, top managers of 13 large companies of the Fund Group signed personal commitments in the field of H&S. The managers undertook to demonstrate their commitment to safety values by personal example, to ensure the implementation of best practices in the field of occupational safety in companies, as well as to create safe working conditions for employees.  The obligations were signed by the Heads of such companies as JSC NC KazMunayGas, JSC NAC Kazatomprom, JSC NC Kazakhstan Temir Zholy, QazaqGaz JSC, KEGOC JSC, Samruk-Energy JSC, Kazakhtelecom JSC, Kazpost JSC, Air Astana JSC, Qazaq Air JSC, JSC NMC Tau-Ken Samruk, Samruk-Kazyna Ondeu LLP and Samruk-Kazyna Construction JSC.  The Forum brought together representatives of international organizations and companies who shared data on world achievements in the field of labor protection. The speakers of the Forum included experts from the ORP (International Fund for Risk Prevention), EBRD (European Bank for Reconstruction and Development), EVERYCO Central Asia Kazakhstan, IOSH (Institute for Occupational Safety and Health), NEBOSH (the UK National Examination Board in Occupational Safety and Health), OPITO and others. The representatives of the Fund noted that over the past four years, manufacturing companies have achieved a 24% reduction in the rate of injuries with loss of working time.  In absolute terms, the number of the injured decreased by 35%: from 165 in 2018 to 108 in 2021. To monitor the state of occupational health and industrial safety, the Fund and portfolio companies are actively working on automation and digitalization of processes, employee training. A number of portfolio companies have already implemented IT solutions that provide a sufficient level of transparency of reporting, development of communications and other solutions that facilitate the identification of hazards and risk management. These measures help the Fund to respond proactively to the activities of portfolio companies, predicting the situation and planning appropriate measures in advance to achieve common goals in the field of industrial safety.  The fact that 2022 was declared as the Year of Safety in the Samruk-Kazyna JSC Group played an important role in the development of this direction. For information: On May 26, within the framework of the X Kazakhstan International Conference on Occupational Safety and Health KIOSH-2022, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, Samruk-Kazyna JSC and the International Association of Social Security represented by the Business Consul (Global Ambassador) “Vision Zero” signed a memorandum, the main purpose of which is to promote the principles of the Vision Zero concept in the practice of the Fund’s Group of Companies.

Preparations for the heating season are proceeding according to plan

Active work on preparation for the 2022-2023 heating season continues at the enterprises of power holding company "Samruk-Energy" JSC To date, as part of these activities, the repair campaign has been completed by the planned 45%. According to the company's experts, 37 units of main equipment have been repaired since March of this year, including: 3 power units of ESDPP-1, 1 power unit of ESDPP-2 and at “AlES” JSC power plants - 7 boiler units, 4 turbine units, 12 hydroelectric generating sets, 10 hot water boilers. Repair works will last until October 15.

The main coal reserves for the upcoming heating season are secured by “Bogatyr Komir” LLP. To fully cover the demand for coal from power plants, it is planned to buy additional volume of coal from Vostochny open-pit mine.

The whole scope of works related to the preparation for the upcoming autumn-winter period was considered during the field meeting of “Samruk-Energy” JSC at “Ekibastuz SDPP-1 named after Bulat Nurzhanov” LLP, where the technical and financial officers of Ekibastuz SDPP-2 and Bogatyr Komir were invited.

As noted by “Samruk-Energy” JSC specialists, the pace of repair work has been picked up, the supply chains of spare parts and materials necessary for repairs are in place without disruption. The repair campaign will be successfully carried out in a timely manner.

Energy facilities in Kazakhstan are preparing for the new heating season

With the completion of the heating season in the regions of the country, all “Samruk- Energy” JSC energy enterprises are preparing for the new 2022-2023autumn-winter heating season (AWS).

It should be noted “Samruk-Energy” JSC power plants fulfilled all targeted schedules of electrical and thermal loads in the last AWS. Compliance with the temperature schedules of heating networks was ensured. The assigned tasks on securing an uninterrupted power supply to consumers and the shipment of coal were fully performed.

It is planned to repair 9 power units, 13 turbine units, 20 boiler units, 21 hot water boilers, 19 hydro units, 2 heating mains of CHP2-WHC in the energy-producing companies of the power holding company during the repair campaign in 2022. In total - 84 units of stations’ main equipment.

In Almaty city and Almaty region, 191 km of cable lines, 1877 km of overhead lines, 205 35-220 kV substations, 745 transformer substations and 942 distribution points, 71 buildings and structures are planned to be repaired in “AZhC” JSC electric networks.

We would like to note that energy enterprises of “Samruk-Energy” JSC produced 21,2 bn. kWh of electricity and sold 27,0 mln. tons of coal during the completed heating period 2021-2022. Heat supply amounted to 5,1 mln. Gcal, electricity transmission – 4 210,6 mln. kWh, electricity sales – 3 602,6 mln. kWh.

592,8 mln. kWh electricity was exported to the Republic of Uzbekistan from Ekibastuz SDPP-1 and SDPP-2.

It is worth reminding that in accordance with the decisions of local executive bodies, 2021-2022 AWS was within the following timeframes:

Pavlodar region: from September 20, 2021 through April 27, 2022;

Almaty region: from October 2, 2021through April 5, 2022;

  • The most important project in the history of the Almaty energy system was the construction of 220 kV electrical grids. This enabled to creation a ring around Almaty city by combining 500kV master substations of “KEGOC” JSC and 220kV hub substations of “AZhC” JSC. The length of 220 kV power lines "Ermensay substation - Besagash substation - Almaty CHP-3" is 81.44 km, including overhead sections - 61.28 km, cable sections - 20.16 km.
  • Today Samruk-Energy runs five renewable energy facilities (solar power plants, wind power plants, and small hydropower plants). Their total installed capacity is 97.1 MW or 4.8% of the installed capacity of renewable energy facilities in the Republic of Kazakhstan. The generation of electricity by stations in 2021 amounted to 325.3 mln. kWh or 7.7% of the volume of electricity generated by renewable energy facilities in the Republic of Kazakhstan.
  • In 2021, electricity generation at “Samruk-Energy” JSC power plants reached a historical maximum - with a plan of 32,146 mln. kWh, it amounted to 35,609 million kWh, performance was 111%. Stations of national importance Ekibastuz SDPP-1 and SDPP-2 have generated the maximum electricity since commissioning.
  • In 2021, the supply of heat that are part of “Samruk-Energy” JSC – “APP” JSC, “ESDPP- 1” LLP, “ESDPP-2” JSC, with planned 5,410.5 thous. Gcal amounted to 5,766.0  thous. Gcal, or 107%.
  • “Bogatyr-Komir” LLP coal output in 2021 amounted to 44.63 mln. tons, which is higher than the planned figure by 42.06 mln. tons (106%). At the same time, the volume of coal sales amounted to 44.74 mln. tons with a planned 42 mln. tons. The sales increase is associated with the growth of demand for coal in the domestic market.
  • In 2021, “Samruk-Energy” JSC made its debut placement of green bonds in the Fund's group in the exchange of Astana International Financial Center - Astana International Exchange in the amount of 18.4 bn. tenge. Proceeds from the placement are used to finance green eligible projects in accordance with the Green Bond Principles (GBP) of the International Capital Markets Association (ICMA).
  • To date, “Samruk-Energy” JSC portfolio comprises 18 projects at the stage and in the perspective of implementation for a total amount of about 2 tril. tenge, including:

Yedil Kopenov was appointed Director General of “AlmatyEnergoSbyt” LLP by the resolution of “Samruk-Energy” JSC Board of Directors.

Kopenov Yedil Kudaibergenovich was born in 1970 in Almaty region.

He graduated from the Kazakh Pedagogical University named after Abay in 1994 with a major in History, in 2002 the University named after D.A. Kunaev with major in "Finance and Credit" and in 2011 Kazakh Agrotechnical University named after S. Seifullin with a major in Electrical Engineering.

He began his career in 1992 as a manager of commercial department, then as a commercial director at “Aziyatorgservis” company.

Yertaev Yerzhan Yerbolovich was born in 1985 in the Pavlodar region.

He graduated from the Pavlodar Innovative Eurasian University in 2008 with a major in “Industrial Thermal Power Engineering” and in 2012 with a major in Law.

He started his career in 2006. In 2009, he commenced work in the public sector as the chief specialist of the energy and public utilities department of the Pavlodar region.

From 2013 to 2014, he worked as the chief expert, then the head of the accreditation department of the Committee for State Energy Supervision and Control of the Ministry of Industry and New Technologies of the Republic of Kazakhstan.

In 2015, he was appointed Head of the Accreditation Department of the Committee for Nuclear and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan.

From 2015 to 2017, he headed the territorial department of the Committee for Nuclear and Energy Supervision and Control under the Ministry of Energy of the Republic of Kazakhstan for the Akmola region.

From 2017 to 2018 - head of the territorial department for the Karaganda region. Prior to his new appointment, he served as Deputy Chairman of the Committee for Nuclear and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan.

Traditionally, the “Workers’ Memorial Day” - the International Day of Remembrance of People who Died or were Injured at Work is celebrated all over the world on April 28. According to the International Labor Organization, about 6,000 people die in the workplace every day in the world, and this figure increases approximately by 10% annually.

The topic of the 2022 Workers’ Memorial Day is “Act Together to Build a Positive Safety and Health Culture”. In view of this, “joint efforts” mean the responsibility and participation of each employee in the formation of safe working conditions.

The issues of improving the health, safety and environment system (hereinafter - HSE) are of the highest priority for me personally and for the Fund as a whole. A person’s life was and remains the main value. All employees of the Fund Group, without exception, must return home to their families unharmed.

Samruk-Kazyna JSC has announced the current year as the “Year of Safety and Labor Protection”. Each of us should think about personal contribution and participation in improving the HSE system, set specific goals that contribute to achieving a high level of prevention of accidents and injuries in the workplace.

Over three years, the Fund’s Group of Companies has carried out significant work in the field of HSE. In 2021, the number of the injured decreased by 36% as compared to 2019. But we are still far from positive targets. We expect all employees of the Fund Group to increase their personal commitment to occupational safety and health issues. To do this, it is necessary to transform the culture of thinking and create a high team spirit.

I am sure we can prevent any accident.

To build a positive HSE culture, the employees should:

  • be responsible for the safe work, for their personal safety and the safety of their colleagues;
  • immediately report violations of HSE requirements, accidents, potentially dangerous incidents;
  • take measures to stop or correct unsafe work or unsafe working conditions;
  • be an active advocate for HSE compliance.

All these efforts should be supported by modern digital solutions. This is the only way we can achieve a tangible risk reduction.

Our employees are the main value of the company. The results of the Fund’s activities and the value created for investors depend on the level of professionalism and safety of each employee.

April 28 World Day for Safety at Work

World Day for Safety and Health at Work is celebrated on April 28 at the initiative of the International Labor Organization (ILO) to promote the prevention of occupational accidents and diseases globally.

Every year on this day, the world celebrates the day for safety and health at work. It also has a second name - World Day for Maintenance of Health of Workers at Work. This day has gone down in history since 2003. And its creation was preceded by the Commemoration Day for Dead and Injured Workers, which was held in America and Canada (1989) as a tribute to the memory of the dead or bad injured workers on the job.

The theme of the World Day in 2022, announced by the ILO is “Act together to build a positive safety and health culture”, where its main theme is importance of social dialogue towards a culture of safety and health.

A positive safety culture is built on engagement, meaning the active participation of all parties in the continuous improvement of safety. At an environment with high safety culture, workers are not shy about expressing concerns about possible threats to their safety and health or occupational risks, and management takes the initiative to work with workers to find reasonable, effective, and reliable solutions to emerging problems. An open exchange of information and a dialogue built on trust and mutual respect is essential.

Various events, competitions are held at “Samruk-Energy” JSC and its subsidiaries and affiliates on this day, as well as campaigns like the month of occupational health and safety have been announced.
