Today, at the Ekibastuz coal open-pit mine, operated by the largest coal mining company in the country, “Bogatyr Komir” LLP, a pilot operation of cyclic-flow technology for coal mining and transportation (CFT) was initiated.
“Bogatyr Komir” has commenced the development of the CFT project as far back as 2014, signing a contract with ThyssenKrupp for equipment manufacturing and supply. The active phase of project implementation began in 2020.In the process of constructing the facility, an intricate system of conveyors, stretching over a total length of 11.5 kilometers, was erected, along with the installation of four crushers, two stackers-reclaimers, two blending loaders, and an automated coal loading station for wagons.
As part of the extensive cyclic-flow complex construction, over 40,000 reinforced concrete structures were utilized, alongside metal structures and equipment weighing more than 15,000 tons, all encompassing an area of 174,000 square meters.
A total of 430 employees from Kazakh contracting companies and 30 German specialists were engaged in the construction of CFT facilities during a three-year period.
Even amid the challenges posed by the pandemic and quarantine restrictions, including border closures and worker isolation, as well as logistical difficulties, the construction pace remained unaltered.
As of the close of 2022, the CFT project implementation reached its concluding phases. Today, the initial coal tons, having traversed the primary technological stages of the complex from crushing to wagon loading, were dispatched via train to the CHP-2 in Astana city. The full completion of the "Cyclic-flow technology of coal mining at the Bogatyr open-pit mine" project and the facility's commissioning are scheduled for the summer of 2023.
During the trial run of the CPT, there are still tasks ahead, including equipment configuration, establishment of quality control systems, coal blending, measuring the weight and proportioning of railcars, dust suppression systems, and ensuring seamless automated interaction of the complex with robotic tractors and automatic dispatcher control system (ADCS) previously implemented at the enterprise. This enables the creation of a unified information environment encompassing "Excavator - Dump Truck - CFT" / "Excavator Operator - Driver - CFT Operator - Mining Dispatcher."
The primary significance of the CFT project for “Bogatyr Komir” LLP and the Republic of Kazakhstan's economy lies in modernizing the aging core technological equipment to guarantee a steady coal supply to power plants. Additionally, it ensures the efficient extraction of coal reserves from a depth of 230 meters, a task unattainable with the previous railway technology.
Works on transfer to gas and complete retrofit of one of the largest thermal power plants in Kazakhstan - Almaty CHP-2 have reached the stage of practical implementation. The issues related to the sources of financing for the project were resolved after an international tender for the construction of a gas station announced in October.
Today, November 25, 2022, in Almaty, the Facility Agreement for financing the project “Modernization of Almaty CHP-2 with minimization of environmental impact” was signed between “Almaty Power Plants” JSC (APP), the owner of the station, and the European Bank for Reconstruction and Development (EBRD). The amount of the deal is 130 bn. tenge.
During the event, an Agreement of Intent on provision of financing for the project was signed between APP and the Development Bank of Kazakhstan (DBK).
Works on construction of a new gas station at the site next to the old CHP-2 is planned with the involvement of funds from the syndicate, leading international and Kazakh banks - the EBRD, the Asian Development Bank (ADB) and the Development Bank of Kazakhstan (DBK). The project will be financed in the national currency - in tenge, with a floating interest rate pegged to TONIA (Tenge Overnight Index Average).
The project is implemented with the support of “Samruk-Kazyna” Fund” JSC. The Sovereign Wealth Fund will provide its corporate guarantee, which, according to experts, helps to minimize risks and improve lending terms, and the agreement itself provides the project with long-term financing.
The facility agreement was signed by Yerlan Kirkimbaev, “APP” JSC Chairman of the Board, and Aida Sitdikova, Director of the Energy Department for the Eurasia, Middle East and Africa regions of the EBRD. The document signing event was held with the participation of representatives of the EBRD, DBK, “Samruk-Energy” JSC, “APP” JSC, Almaty city mayor administration.
Serik Tutebayev, the Chairman of the Board of “Samruk-Energy” JSC, noted that a lot of work had been done to arrange financing, including environmental impact assessment in accordance with international standards and assessment of applicable technologies, considering world experience. “The Government of the Republic of Kazakhstan, “Samruk-Kazyna” Fund and “Samruk-Energy” JSC focus efforts on the development of Almaty mega city. In addition to the modernization of the Almaty CHP-2, in order to improve the environmental situation and further develop renewable energy facilities in the Almaty energy hub, we are also implementing the project “Construction of a 545 MW gas station with a combined cycle” on the territory of Almaty CHP-3. This facility will be put into operation in 2025 and will significantly reduce the shortage of maneuvering capacity in this region, Serik Tutebayev said.
According to the EBRD Vice President Alain Pilloux, the bank expects climate and green finance to account for more than half of the EBRD's annual investments by 2025. “This is a great example of a green project that will improve the air quality in Almaty, the quality of life of the local population and bring Kazakhstan closer to complying with the Paris Agreement and its goal of achieving carbon neutrality by 2060,” said the EBRD representative.
As a reminder, earlier, on October 27, 2022, the EBRD announced the launch of a two-stage open international tender, which is conducted in accordance with the rules of an international financial institution. The technical specification for the selection of an EPC contractor and the draft EPC contract were developed according to the FIDIC (International Federation of Consulting Engineers) Yellow Book. Acceptance of applications from potential contractors for the supply of equipment, design, and construction of a new gas station at the site of Almaty CHP-2 within the first stage will last until December 15, 2022.
The project "Modernization of Almaty CHP-2 with minimization of environmental impact" involves the construction of a new station using gas turbine technologies with a capacity of up to 600 MW at the site of Almaty CHP-2. The deadline for full commissioning is December 2026. The project aims to reduce the negative environmental impact of the station on Almaty city’s environment by switching the station to firing natural gas, as well as providing consumers in Almaty city and the Almaty region with a reliable and uninterrupted supply of heat and electricity in accordance with load schedules.
Based on expert estimates, the plant’s gasification project meets the most stringent requirements of the Republic of Kazakhstan and the European Union. These compliances will reduce emissions of harmful substances from CHP plants by 93%; eliminate particulate matters and sulfur oxides from emissions, create and dispose ash and slag waste; will provide noiseless operation of the units. All this together should reduce the area of influence of the plant on the environment and residents of Almaty mega city.

Today, 06.10.2022, Serik Tutebayev was appointed Chairman of the Management Board of “Samruk-Energy” JSC by the resolution of the Management Board of SWF “Samruk-Kazyna” JSC.
The new head of the company was introduced to the team today by Almassadam Satkaliyev, “Samruk-Kazyna” JSC Chairman of the Board.
Tutebaev Serik Suinbekovich was born in 1958 in Alma-Ata city.
He graduated from Almaty Energy Institute with a major in Thermal Power Plants and Almaty Institute of Energy and Communications with a major in Economics and Management at Fuel and Energy Sector Enterprises.
He began his career in 1981 as an assistant to the head expert of the commissioning department of SredneAzEnergoMontazh.
Then he worked as an Engineer of the Department of Occupational safety and Environmental Protection of the Almaty Energy University.
At the Almaty CHP-2, he worked his way up from a turbine equipment supervisor to the Chief Engineer and the Managing Director of the plant.
Over the years, he worked as Deputy Chairman of the Board of "Almaty Power Plants" JSC, Head of the Department of Energy and Public Utilities of Almaty city, Deputy Chairman of the Board for Production of "SEVKAZENERGO" JSC.
Since 2014 – He has worked as a Head of "Generation" Department at "Samruk-Energy" JSC and later he became the Managing Director for Production and Asset Management of "Samruk-Energy" JSC.
He has worked as the Chairman of the Management Board of “Samruk-Energy” JSC since June 2022.
He is an honored power engineer of the Republic of Kazakhstan.

A new 60 MW wind power plant (WPP) has been commissioned in Kazakhstan. The energy facility was built in the Yenbekshikazakh district of the Almaty region in the so-called Shelek corridor, a unique region for the development of renewable energy potential.
The cost of the project is 37.4 bn. tenge. The new station includes 24 wind turbines, each with a nominal capacity of 2.5 MW. Moreover, a substation, the accompanying infrastructure, as well as overhead power lines were installed in the plant. The plant was built using equipment from GoldWind, one of the world's leading manufacturers of wind turbines.
The new wind farm will generate 225.7 million kWh of electricity annually. In addition to operating characteristics, the project is crucial for the region because of its environmental component. The construction and launch of the power plant will reduce greenhouse gas emissions by up to 206 thousand tons, and will also replace about 89 thousand tons of reference fuel per year.
The project was implemented by the Kazakh electric power holding “Samruk-Energy” JSC in partnership with the Chinese corporation Power China and is a successful example of international cooperation in the power sector.
The ceremony of launching a new wind farm in the Shelek corridor was held with the participation of the Minister of Energy of the Republic of Kazakhstan, the Mayor of Almaty Region, the head of Samruk-Kazyna Fund, representatives of the Chinese Consulate General in the Republic of Kazakhstan, Power China Corporation, “Samruk-Energy” JSC, “Energia Semirechya” LLP ".
The online teleconference project was launched by Bolat Akchulakov, the Minister of Energy of the Republic of Kazakhstan, and Almassadam Satkaliyev, the Chairman of the Board of “Samruk-Kazyna” JSC
As part of the wind farm commissioning activities, a Memorandum of Cooperation was signed between “Samruk-Kazyna” JSC and Power Construction Corporation of China Ltd. The document says that the second phase of the project is planned to be implemented with the expansion of the station and an increase in its capacity to 300 MW.
The head of the Samruk-Kazyna Fund expressed gratitude to all participants in the project implementation. Addressing the Chinese partners, he noted that over the years of independence, our countries have managed to achieve a level of strategic partnership and alliance based on a solid foundation of peoples' friendship and mutual trust. “I am sure that the WPP project in the Shelek corridor will become another example of a successful partnership with China in the current relevant issue of ensuring energy security and developing alternative energy sources. The 60 MW power plant with further expansion to 300 MW will provide clean electricity to the south-eastern regions of Kazakhstan,” Almassadam Satkaliyev noted.
At the stage of construction of a new power facility, 300 people were provided with jobs. 14 specialists were trained and employed for further operation of the station.
As the experts of “Samruk-Energy” JSC noted, despite the energy capacities currently operating in Almaty and the region - Almaty CHP, Kapshagay and Almaty Cascade HPPs, Zhambyl GRES, as well as Issyk, Moynak, Kataral, Taldykorgan HPPs - the region is energy deficient and has not sufficient own fuel resources. Due to the lack of generating capacities, the region's need for electricity is covered by its own energy sources only by 50%. The deficit is made up of external energy producers (from the northern regions of the republic, Zhambyl GRES, and Kyrgyzstan).
According to Serik Tutebayev, acting Chairman of the Board of “Samruk-Energy” JSC, the company places an emphasis on the development of renewable energy. The energy holding currently operates 5 renewable energy facilities - solar, wind power plants, and small hydroelectric power plants. The generation of electricity by these renewable energy facilities in January-July 2022 amounted to 206.6 million kWh, which is 8.9% higher compared to the same period in 2021.
“There are many natural opportunities to produce green electricity in the Almaty region. In addition to the potential of solar and wind, Samruk-Energy focuses on the development of hydropower, as evidenced by the completed projects for the construction of the Moynak HPP and the retrofit of the Shardarinsk HPP. The company's portfolio includes several projects for the construction of new hydroelectric power plants. In particular, the construction of a counter-regulating Kerbulak HPP on the Ili River with a capacity of 40 MW, which will make it possible to equalize uneven weekly-daily releases of the Kapshagay HPP and transfer the station to cover peak loads using all available capacity.
Furthermore, the company is carrying out pre-project activities on the construction of HPP-29 on the Shelek River in order to create a source of electricity for supply to the scarce energy system of the Almaty region. In the long term, it is planned to implement a project for the reconstruction and modernization of the AlES HPP cascade in the Almaty region. The project will enable to effectively use of the hydro-technical resources of the Bolshaya Almatinka River, increasing the generation of electricity at the reconstructed HPP-1 and HPP-2,” said the head of “Samruk-Energy” JSC.
In total, according to the Ministry of Energy of the Republic of Kazakhstan, as of July 2022, 142 renewable energy facilities are operating in Kazakhstan. Since the beginning of the year, 8 facilities with a total capacity of 322 MW have been put into operation in Kazakhstan. 13 facilities with a total installed capacity of 153 MW are planned to be commissioned by the end of 2022.
Projects in power sector of Kazakhstan, which are at the stage of completion, future ones and those in progress, worth over 2 trillion tenge are today in “Samruk-Energy” JSC portfolio. More than half of this amount falls on several large projects in Almaty region and Almaty city. Serik Tutebayev, acting Chairman of the Board of “Samruk-Energy” JSC stated this data during the meeting with Marat Sultangaziyev, Mayor of Almaty Region.
Operations of companies that are part of “Samruk-Energy” JSC Almaty energy complex as well as issues and prospects of investment projects implemented by the company in the energy sector of the region and plans for gas infrastructure for CHP-2 facilities in Almaty city and CHP -3 in Almaty region were discussed at the meeting in Kunaev city.
According to Serik Tutebayev, Samruk-Energy is in strategic position in Kazakhstani energy system. The implementation of vital infrastructure projects in the country's energy sector and the promotion of activities taken to reduce adverse environmental impact are among key tasks that the company is addressing in 2022 and the coming years.
Almaty region offers many natural opportunities to produce green electricity in the Almaty region. To eliminate the energy shortage in the southern regions of the country, including the Almaty region, Samruk-Energy is implementing projects for the construction of renewable energy facilities. In addition, we are working on power facilities for generating power and connecting electrical energy to further develop the industrial, tourism and social potential of the region,” said the head of “Samruk-Energy” JSC.
We are talking about the implementation of the following projects in the region:
- Construction of a 60 MW wind power plant in Shelek corridor including a possible increase in capacity up to 300 MW. The new power plant will secure the production of more than 226 mln. kWh of electricity per year using renewable energy sources and the generation of electricity without the consumption of hydrocarbon fuel.
- An increase in electricity generation at Moynak HPP by 100 mln. kWh per year. The project involves diversion of part of Kensu river runoff flow to the Bestyubinsk reservoir, which will expand the possibilities of capacity regulation for the Almaty region.
- Construction of the counter-regulating Kerbulak HPP on the Ili River. The implementation of the project will increase the regulating capacity of the Kapshagay HPP from 80 to 150 MW.
- Construction of a combined WPP, HPP with a capacity of 310 MW. The project aims to reduce greenhouse gas emissions, with the ability to balance electricity during peak loads.
- Retrofit of Almaty CHP-2 including mitigating adverse environmental impact. The construction of a new station at the site of the old one will reduce the negative impact on the Almaty city’s environment owing to transfer of CHP-2 to gas.
- Reconstruction of the Almaty CHP-3 based on a CCGT unit with an increase in the station's capacity up to 450 MW. The project involves the installation of combined cycle gas turbine unit at the station to partially cover the shortage of maneuvering capacities in the southern zone of Kazakhstan.
- Construction of "Kokozek" substation with connection to outdoor witchgear of "Kaskelen" SS. The implementation of this project will enable to cover the shortage of free capacities in the region necessary to provide a regulated service for the implementation of investment projects in the “Boraldai” Industrial Zone.
- Reconstruction of cable networks in Almaty city and Almaty region. Completion of the project will allow reducing losses in cable lines and decreasing emergency shutdowns.
- Development of networks of Shelek energy center. As noted by ‘Samruk-Energy” JSC experts, Almaty region has strong potential for development of renewable energy sources. According to the FS, the total output of RES facilities of the Shelek hub - 603.7 MW. It is planned to build HPP-28, HPP-29, as well as “Saty” substation for generating power and connecting electricity for further development of “Kolsay” resort area. All the above-mentioned will create long-term conditions for development and improvement of the socio-economic situation in the region.
“Samruk-Energy” JSC representatives noted that the work in this direction is performed as part of priority projects in the area of gas supply, water supply, transport and energy implemented by Fund “Samruk-Kazyna” JSC and in accordance with strategic objectives of the Fund aimed at reducing the carbon footprint by 10 % next 10 years.
Several issues were also discussed during the meeting held at Almaty region’s Mayor Administration, the solution of which may be facilitated by the management of the region. In particular, topics related to the purchase of land plots for power transmission lines, financing and tariff setting were considered.

As part of the implementation of the Action Plan for the management of occupational health and safety and environmental protection issues, an offsite meeting on occupational health and safety following the results of the 1st half of 2022 was held on July 14 this year in Almaty city with the heads of structural units who oversee these issues.
The meeting was attended by Kirkinbayev E.A., “Almaty Power Plants” JSC Chairman of the Board who in his keynote speech highlighted the importance of the event and thanked for organizing the meeting.
Maksilov T.M., the Director of Occupational Health and Safety Department informed the participants about performance results for the 1st half of the year in the Company's group and plans for the 2nd half of 2022.
Maksilov T.M. in his report talked about problematic areas of activity in occupational safety, including the growth of cases of deterioration in health of workers during working hours.
In accordance with the agenda of the meeting, the reports of the heads of structural units of several subsidiaries and affiliates, which supervise occupational safety issues, were heard, afterwards the key issues for development were discussed.
As part of the work plan, the production departments of CHP-2 named after A. Zhakutov and the HPP Cascade of “APP” JSC were visited.
In the final part of the event, Zuenok V.P., the head of the certification and training department of “SGS Kazakhstan” LLP held an information session on the topic "A modern approach to assessing the OSMS and building a sustainable safety culture."
Following the meeting, after a joint discussion of the issues raised, decisions on strengthening control measures, preventive measures and reducing injury rate were made.
The Samruk-Kazyna Fund To Have Held the First Annual Health&Safety Forumv 6 29 June 2022 The Samruk-Kazyna Fund has organized the first Health&Safety Forum in Nur-Sultan to share experience and best practices, analyze existing problems, and create a new large expert platform in the field of occupational safety and health.
The representatives of government agencies, top managers of the production companies of the Samruk-Kazyna Group, international organizations and independent experts were invited as speakers. Almassadam Satkaliyev, the CEO of Samruk-Kazyna JSC, welcoming the guests of the Forum, shared with the participants the results of the work that is now in progress in the Fund’s Group in the field of occupational safety and industrial safety, and spoke about the challenges for 2022-2026. “Samruk-Kazyna JSC is the largest employer in Kazakhstan. To monitor the state of occupational health and industrial safety, the Fund and portfolio companies are actively working on automation and digitalization of processes, employee training. A number of portfolio companies have already implemented IT solutions that provide a sufficient level of transparency of reporting, development of communications and other solutions that facilitate the identification of hazards and risk management. These measures help the Fund to respond proactively to the activities of portfolio companies, predicting the situation and planning appropriate measures in advance to achieve common goals in the field of industrial safety. Active work on preparation for the 2022-2023 heating season continues at the enterprises of power holding company "Samruk-Energy" JSC To date, as part of these activities, the repair campaign has been completed by the planned 45%. According to the company's experts, 37 units of main equipment have been repaired since March of this year, including: 3 power units of ESDPP-1, 1 power unit of ESDPP-2 and at “AlES” JSC power plants - 7 boiler units, 4 turbine units, 12 hydroelectric generating sets, 10 hot water boilers. Repair works will last until October 15.
The main coal reserves for the upcoming heating season are secured by “Bogatyr Komir” LLP. To fully cover the demand for coal from power plants, it is planned to buy additional volume of coal from Vostochny open-pit mine.
The whole scope of works related to the preparation for the upcoming autumn-winter period was considered during the field meeting of “Samruk-Energy” JSC at “Ekibastuz SDPP-1 named after Bulat Nurzhanov” LLP, where the technical and financial officers of Ekibastuz SDPP-2 and Bogatyr Komir were invited.
As noted by “Samruk-Energy” JSC specialists, the pace of repair work has been picked up, the supply chains of spare parts and materials necessary for repairs are in place without disruption. The repair campaign will be successfully carried out in a timely manner.

With the completion of the heating season in the regions of the country, all “Samruk- Energy” JSC energy enterprises are preparing for the new 2022-2023autumn-winter heating season (AWS).
It should be noted “Samruk-Energy” JSC power plants fulfilled all targeted schedules of electrical and thermal loads in the last AWS. Compliance with the temperature schedules of heating networks was ensured. The assigned tasks on securing an uninterrupted power supply to consumers and the shipment of coal were fully performed.
It is planned to repair 9 power units, 13 turbine units, 20 boiler units, 21 hot water boilers, 19 hydro units, 2 heating mains of CHP2-WHC in the energy-producing companies of the power holding company during the repair campaign in 2022. In total - 84 units of stations’ main equipment.
In Almaty city and Almaty region, 191 km of cable lines, 1877 km of overhead lines, 205 35-220 kV substations, 745 transformer substations and 942 distribution points, 71 buildings and structures are planned to be repaired in “AZhC” JSC electric networks.
We would like to note that energy enterprises of “Samruk-Energy” JSC produced 21,2 bn. kWh of electricity and sold 27,0 mln. tons of coal during the completed heating period 2021-2022. Heat supply amounted to 5,1 mln. Gcal, electricity transmission – 4 210,6 mln. kWh, electricity sales – 3 602,6 mln. kWh.
592,8 mln. kWh electricity was exported to the Republic of Uzbekistan from Ekibastuz SDPP-1 and SDPP-2.
It is worth reminding that in accordance with the decisions of local executive bodies, 2021-2022 AWS was within the following timeframes:
Pavlodar region: from September 20, 2021 through April 27, 2022;
Almaty region: from October 2, 2021through April 5, 2022;

The largest electricity producer and coal supplier in Kazakhstan – “Samruk-Energy” JSC marks its 15th anniversary on May 10.
On this day in 2007, “Samruk-Energy” joint-stock company, established to implement a long-term state policy on upgrading the existing and commissioning new generating facilities, was incorporated by justice authorities and commenced its production activities.
Today “Samruk-Energy” JSC is the largest power holding in Kazakhstan. Its key business lines are the production of electricity and heat; transmission, distribution, and sale of electricity; thermal coal mining. The holding company comprises energy and coal enterprises, including the leaders of the domestic power sector – “Ekibastuz SDPP-1” LLP and “Ekibastuz SDPP-2” JSC, the largest coal mining company “Bogatyr- Komir” LLP, “Almaty Power Plants” JSC (APP), “Alatau Zharyk Company” JSC (AZhC), “AlmatyEnergoSbyt” LLP, “Moynak HPP” JSC, “Shardarinsk HPP” JSC, wind and solar power plants. “Samruk-Kazyna” SWF” JSC holds 100% of “Samruk-Energy” JSC shares.

“Samruk-Energy” JSC is the republic’s leading electricity producer. The company's share is 31.4%. As the main electricity producer, “Samruk-Energy” provides reliable and stable power supply to Kazakhstani consumers, including “National Company Kazakhstan Temir Zholy” JSC, “National Atomic Company “Kazatomprom” JSC, the cities of Nur-Sultan, Almaty, Ekibastuz, Kokshetau, as well as Kostanay, Akmola, Karaganda, Zhambyl, Kyzylorda and other regions of the country.
Samruk-Energy is the leader in coal mining in Kazakhstan with a share of about 40%. The company is the main supplier of coal for Ekibastuz SDPPs, Almaty Power Plants, “Astana-Energy” JSC, “SevKazEnergo” JSC, “Karaganda Energocenter” LLP, “Pavlodarenergo” JSC, etc.
The total installed capacity of “Samruk-Energy” JSC power plants today is 6 215,1 MW This is 25.9% of the total installed capacity of all power plants in Kazakhstan.
“Samruk-Energy” JSC contribution to the GDP of the Republic of Kazakhstan for the entire period of operation amounted to about 1.2 tril. tenge. “Samruk-Energy” JSC payments to the state budget amounted to 250 bn. tenge.
Distributed economic value for all years amounted to 2.9 tril. tenge. The company invested about 895 bn. tenge in fixed assets.
Samruk-Energy JSC is one of the major employers in the country. Today, the actual number of staff of the “Samruk-Energy” JSC group is 16,706 people, including production personnel - 15,461 people, administrative and executive staff - 1245 people.
“Samruk-Energy” JSC has implemented 14 different projects in the power sector since 2007, including:
- the restoration of power units No. 2 and No. 8 at Ekibastuz SDPP-1, with a capacity of 500 MW each.
- construction of 300 MW Moynak hydropower plant.
- construction of a unique solar station with a capacity of 2 MW in the city of Kapshagay, Almaty region.
- construction of the first industrial-scale 45 MW wind power plant in Kazakhstan in the Akmola region.
- complete upgrading of Shardarinsk HPP with the replacement of four hydroelectric units and an increase in the station's capacity to 126 MW.
Since 2007, 38 substations have been built and commissioned in the Almaty agglomeration under the management of “Samruk-Energy” JSC. The total increase in transformer capacity was more than 3500 MVA.
The most important project in the history of the Almaty energy system was the construction of 220 kV electrical grids. This enabled to creation a ring around Almaty city by combining 500kV master substations of “KEGOC” JSC and 220kV hub substations of “AZhC” JSC. The length of 220 kV power lines "Ermensay substation - Besagash substation - Almaty CHP-3" is 81.44 km, including overhead sections - 61.28 km, cable sections - 20.16 km.
Today Samruk-Energy runs five renewable energy facilities (solar power plants, wind power plants, and small hydropower plants). Their total installed capacity is 97.1 MW or 4.8% of the installed capacity of renewable energy facilities in the Republic of Kazakhstan. The generation of electricity by stations in 2021 amounted to 325.3 mln. kWh or 7.7% of the volume of electricity generated by renewable energy facilities in the Republic of Kazakhstan.
In 2021, electricity generation at “Samruk-Energy” JSC power plants reached a historical maximum - with a plan of 32,146 mln. kWh, it amounted to 35,609 million kWh, performance was 111%. Stations of national importance Ekibastuz SDPP-1 and SDPP-2 have generated the maximum electricity since commissioning.
In 2021, the supply of heat that are part of “Samruk-Energy” JSC – “APP” JSC, “ESDPP- 1” LLP, “ESDPP-2” JSC, with planned 5,410.5 thous. Gcal amounted to 5,766.0 thous. Gcal, or 107%.
“Bogatyr-Komir” LLP coal output in 2021 amounted to 44.63 mln. tons, which is higher than the planned figure by 42.06 mln. tons (106%). At the same time, the volume of coal sales amounted to 44.74 mln. tons with a planned 42 mln. tons. The sales increase is associated with the growth of demand for coal in the domestic market.
In 2021, “Samruk-Energy” JSC made its debut placement of green bonds in the Fund's group in the exchange of Astana International Financial Center - Astana International Exchange in the amount of 18.4 bn. tenge. Proceeds from the placement are used to finance green eligible projects in accordance with the Green Bond Principles (GBP) of the International Capital Markets Association (ICMA).
To date, “Samruk-Energy” JSC portfolio comprises 18 projects at the stage and in the perspective of implementation for a total amount of about 2 tril. tenge, including:
- the first power unit of Ekibastuz SDPP-1 with a nominal capacity of 540 MW (after restoration) in commissioning in 2024.
- commissioning of the third power unit of the Ekibastuz SDPP-2 with a capacity of 636 MW in 2026, the fourth unit with a nominal capacity of 540 MW in 2030;
- a project for the transition to a cyclic-and-continuous method for extraction, transportation, blending, and loading of coal at Bogatyr open-pit mine;
- from 2028 to 2035 sequential reconstruction of units 3, 4, 5, 6, 7, and 8 of Ekibastuz SDPP-1 with an increase in total capacity by 240 MW;
- reconstruction of the Almaty CHP-3 of APP including an increase in installed capacity up to 450 MW and ensuring a maneuvering mode (commissioning in 2024);
- reconstruction of Almaty CHP-1 of APP with an increase in capacity up to 250 MW and the possibility of maneuvering in 2024;
- expansion of Almaty CHP-2 with the construction of a CCGT unit up to 600 MW in 2026;
- construction of a counter-regulating Kerbulak HPP with a capacity of 40 MW, which will increase the range of power control at the Kapshagay HPP to 300 MW;
- development in the Shelek corridor of projects for the development of the wind and hydro potential of the region.
