On January 18, 2024, on the sidelines of the Kazakh-Italian round table, with the participation of Head of State Kassym-Jomart Tokayev, a Cooperation Agreement was formally executed between “Samruk-Energy” JSC and Ansaldo Energia. This agreement operates within the framework of energy projects, notably the "Reconstruction of Almaty CHP-3" featuring a CCGT unit with a capacity of up to 450 MW. The envisioned reconstruction of Almaty CHP-3 involves the establishment of a new power plant, offering significantly increased power capacity and operational flexibility. Under the ratified agreement, Ansaldo Energia is committed to sharing its extensive experience in energy project implementation and fostering the exchange of knowledge, along with advanced training for local personnel.

Ansaldo Energia stands at the forefront of the international energy generation equipment market, employing an integrated model spanning power plant construction, production, service, and energy equipment supply. Notably, Cassa Depositi e Prestiti holds an 88% stake in Ansaldo Energia.

Samruk-Energy is implementing energy projects for 12 GW

Until 2035, “Samruk-Energy” JSC aims to execute investment initiatives to introduce over 12 GW of new power generation capacities in Kazakhstan's energy sector, as revealed by Kairat Maxutov, Chairman of the Board, during a government meeting in the Republic of Kazakhstan. The outlined projects encompass 5.9 GW in thermal plants, 600 MW in hydropower plants, and 5.7 GW in renewable energy facilities, comprising wind and solar power plants. Maxutov's report detailed ongoing projects, specifically the construction of combined cycle gas turbine units at Almaty CHP-2 and CHP-3. Almaty CHP-2 project involves a new gas station with 557 MW electrical capacity and 816 Gcal thermal capacity, costing 330 bn. tenge based on the EPC contract. Meanwhile, the Almaty CHP-3 project envisions a CCGT unit with 544 MW electrical capacity and 160 Gcal thermal capacity, with a project cost of 273 bn. tenge according to the feasibility study. Maxutov assured that both CHP-2 and CHP-3 projects are fully funded, with construction sites in preparation and geological surveys underway.

Furthermore, Maxutov discussed plans for constructing new thermal power plants in three Kazakh cities. A memorandum of cooperation signed in November 2023 involves the construction of thermal power plants in Kokshetau (240 MW), Semey (360 MW), and Ust-Kamenogorsk (360 MW). Samruk-Energy and Russia's INTER RAO Export are designated as authorized organizations for project implementation. Feasibility studies for Kokshetau have been completed, Semey's study will be ready in March, and Ust-Kamenogorsk's study is scheduled for completion by the end of 2024. The construction of these thermal power plants is slated for 2027-2028.

The project portfolio of “Samruk-Energy” JSC also encompasses several hydroelectric projects, including the Kerbulak hydropower station (50 MW) on the Ili River, Semey HPP (up to 300 MW) on the Irtysh River, and HPP 29 (70 MW) on the Shelek River. Pre-project documentation is in progress, along with coordination with local executive bodies for land acquisition.

Moreover, the company is actively engaged in renewable energy projects with a total capacity of 5 GW. The SDPP-3 project involves constructing a new station with a capacity of 1320 MW, featuring two power units of 660 MW each.

Meeting with Urankhaev N.T, Abay region’s mayor on Semey thermal power plant construction

“Samruk-Energy” JSC’s management team led by Chairman of the Board K.B. Maxutov, conducted a visit to Semey city. An extensive meeting took place at the regional mayor's administration (akimat), with the participation of Regional Mayor Urankhaev N.T. and heads of various Akimat divisions. The discussions primarily focused on advancing the "Construction of a thermal power plant in Semey" project. Specific attention was given to the necessity of completing the feasibility study and formulating a heat supply scheme for Semey city. This scheme would factor in the construction of the new thermal power plant and consider the city's future development prospects.

A delegation from “Samruk-Energy” JSC, led by Chairman of the Board Maxutov Kairat Berikovich, visited the Ekibastuz energy hub enterprises. While at Ekibastuz SDPP-1, the Company's management observed the ongoing restoration work on power unit No. 1. A team of experts from PwC Kazakhstan has revealed the findings of the study titled "Rating of the 50 Best Companies in ESG Information Disclosure".

Notably, it claimed the 1st spot in the industry, establishing itself as the premier electric power company in terms of ESG information disclosure. Almasbi Kamalov emphasized that Kazakhstan ratified the Paris Agreement in 2016, committing to reducing greenhouse gas emissions. The consolidated interim financial statements of “Samruk-Energy” JSC as of June 30, 2023, and October 30, 2023, reveal updated details on the progress of the "Reconstruction of Almaty CHP-3" project.

The revised information states that the project's implementation period has been adjusted to the timeframe of 2023-2027. This modification was necessitated by preliminary assumptions concerning the delivery timeline of key equipment, specifically steam-gas turbines and generators, from Siemens Energy.

It is important to highlight that, as of the publication date of “Samruk-Energy” JSC's consolidated financial statements for the first half and 9 months of the current year, conclusive agreements regarding the delivery date of the primary process equipment have not been reached between the EPC contractor (comprising KBI Energy Group LLP, Energo Spets Stroy LLP, LLP StandardEnergo KZ, and LLP BUILDING INDUSTRY) and Siemens Energy.
