A meeting was held between Mr. Kairat Maxutov, Chairman of the Management Board of Samruk-Energy JSC, and Mr. Wu Lei, Secretary of the Party Committee and Chairman of the Board of Shanghai Electric Group Co., Ltd.
Following the discussions, the parties signed a Memorandum of Understanding on strategic partnership and joint project implementation in Kazakhstan’s energy sector.
The memorandum provides for cooperation in modernizing energy infrastructure, developing renewable energy sources, and introducing innovative technologies. Among the key priorities are the establishment of a joint working group, the development of local manufacturing and supply chains, and the implementation of projects in wind, solar, hydro, and gas power generation, as well as waste-to-energy technologies.
“Samruk-Energy” JSC Chairman of the Board, Kairat Maxutov, emphasized that the partnership with Shanghai Electric opens new opportunities for domestic entities and promotes the adoption of advanced technologies across the energy industry.
The signing of the memorandum marks an important milestone in strengthening the strategic cooperation between Kazakhstan and China and lays the foundation for long-term collaboration in the energy sector.
As part of an official visit to Almaty, Chairman of the Management Board of Samruk-Kazyna JSC Nurlan Zhakupov, Chairman of the Management Board of Samruk-Energy JSC Kairat Maxutov, and Chairman of the Management Board of KEGOC JSC Nabi Aitzhanov visited the city’s combined heat and power plants (CHPs) to assess ongoing modernization and construction efforts.
At CHP-2, the delegation reviewed preparations of APP JSC’s energy assets for the 2025–2026 autumn–winter season. All scheduled maintenance and repair works on core and auxiliary equipment are progressing in line with the approved plan. The plants are ready to ensure reliable and uninterrupted electricity and heat supply throughout the heating season, which officially began on October 8 in Almaty and the Almaty Region.
A key focus of the visit was the modernization of Almaty CHP-2, designed to significantly reduce its environmental footprint. The delegation inspected the construction site and received an update on project implementation. The first gas turbine and generator set has already been installed, and active construction and assembly works continue. Installation of the second gas turbine set and hot-water boilers is scheduled for completion in October. The full commissioning of the upgraded plant is planned by the end of 2026.
As part of Almaty’s environmental improvement efforts and the nationwide environmental campaign “Taza Qazaqstan” (“Clean Kazakhstan”), Chairman of the Management Board of Samruk-Kazyna JSC Nurlan Zhakupov, Chairman of the Management Board of Samruk-Energy JSC Kairat Maxutov, and Chairman of the Management Board of KEGOC JSC Nabi Aitzhanov joined a tree-planting event on the grounds of CHP-2.
The delegation also visited the construction site of the “Reconstruction of Almaty CHP-3” project — a major initiative to build a 544-MW combined-cycle power plant. Installation of the first gas turbine and generator set is currently underway. The second set has successfully passed factory testing at Ansaldo Energia’s facilities in Italy and has been shipped from the Port of Genoa to Kazakhstan. By the end of this year, installation of the first gas turbine set will be completed, with construction and assembly works continuing across the main units of the new plant.
Following the inspections, the Chairman of Samruk-Kazyna held a meeting with the management teams of APP JSC, CHP-2, CHP-3, and the Western Heat Complex.
Based on the results of the visit, Mr. Zhakupov issued specific instructions to ensure the timely execution of investment projects and emphasized the importance of maintaining reliable and stable operations across APP’s facilities during the upcoming autumn–winter period.
On the Trade Union Day, Orazbek Bekbas, Chairman of the Kazakhstan Energy Industry Trade Union, presented commemorative medals “120 Years of the Trade Union movement” to employees of Samruk-Energy JSC.
The medals recognize outstanding professionalism and significant contributions to the development of Kazakhstan’s trade union movement.

As part of the XVI Eurasian Forum KAZENERGY held in Astana, a meeting took place between Kairat Maxutov, Chairman of the Management Board of Samruk-Energy joint-stock company; Yerbol Karashukeyev, Mayor of Zhambyl region; and Mohamed Jameel Al Ramahi, Chairman of Masdar.
The discussion focused on the progress of the 1 GW wind power plant project in Zhambyl region. The implementation of this project will mark an important step toward the development of renewable energy in Kazakhstan and the achievement of the country’s national decarbonization goals.
The parties noted significant progress in key areas of project preparation, including the development of design documentation, the layout of wind turbine locations, as well as the preparation of foundations for wind turbines and power transmission lines.
The project participants — Samruk-Energy JSC and Masdar — confirmed their readiness to sign an EPC contract for preparatory works, with implementation scheduled to begin later this year. The project company is expected to commence on-site construction activities by the end of 2025.
